The role leads budgeting, grant management, asset management, payroll, procurement, and capital planning with a focus on strategic leadership, cost optimization, and transparent reporting to city leadership.

Qualifications

• Bachelor's degree in finance, business, accounting, public administration, or a related field; a master's or CPA preferred.
• 10+ years of growing financial management experience; at least 3 years in a high-level leadership role.
• Knowledge of GASB, local statutory requirements, and public sector procurement.

Responsibilities

• Lead agency-wide strategic financial planning and modernization of financial systems.
• Drive taxpayer savings by identifying wasteful spending and renegotiating vendor contracts.
• Plan, develop, manage, and monitor the annual operating and capital budgets for the police department.
• Oversee federal, state, and local grant applications and compliance reporting.
• Maintain internal accounting controls and coordinate external audits; oversee payroll and procurement.
