The City of Baltimore seeks a CFO-Operations Director II for the Baltimore Police Department to serve as the primary financial advisor to the Police Commissioner. This role ensures transparent fiscal management, accurate accounting, and internal controls for public funds, reporting to the Mayor’s office, City Administration, and City Council.

Qualifications

• Bachelor’s degree in finance, business, accounting, public administration, or related field.
• Master’s degree or CPA preferred.
• At least 10 years of growing financial management experience, including 3 years in a high-level financial leadership role.
• Knowledge of GASB principles, local statutory requirements, and public sector procurement.
• Background check and 1-year probation.
• Financial disclosure requirement under City Ethics Law.

Responsibilities

• Lead agency-wide strategic financial planning for the police department.
• Drive cost savings and optimize resources through vendor renegotiation and streamlined workflows.
• Develop and monitor annual operating and capital budgets.
• Oversee federal, state, and local grant applications, allocations, and compliance.
• Prepare financial forecasts, cost analyses and variance reports for leadership.
• Maintain internal controls and coordinate external governmental audits.
• Oversee payroll, fixed asset inventory, and purchasing in line with laws.
