Job summary

Public Consulting Group LLC (PCG) is seeking a Consultant to support and lead projects focused on EMS, fire service, healthcare financing, Medicaid reimbursement, and public-sector consulting.

The role works directly with state agencies, local governments, fire and EMS organizations, and healthcare providers to analyze complex policy, operational, and financial challenges and develop practical, data-driven solutions.

Qualifications

• Bachelor's degree required; Master's degree in Public Administration, Public Policy, Healthcare Administration, Business Administration, Finance, Economics, or related field preferred.
• Five (5) or more years of relevant professional experience.
• Experience in public-sector consulting, healthcare financing, Medicaid programs, EMS/fire services, reimbursement, financial analysis, or related fields preferred.
• Experience managing client-facing projects and developing technical deliverables preferred.

Responsibilities

• Reviews EMS, fire services, Medicaid financing, reimbursement programs, and public-sector consulting operations.
• Evaluates client programs and develops recommendations to improve operational effectiveness and financial sustainability.
• Analyzes federal and state laws, regulations, policies, and reimbursement methodologies.
• Assesses industry best practices and provides technical assistance and strategic guidance to clients.
• Manages projects, staff, and assigned tasks with limited supervision while meeting performance expectations.
• Facilitates client meetings, stakeholder discussions, workshops, and presentations.
• Delegates tasks and oversight of project work products.
• Manages day-to-day project activities, client communications, and deliverable development.
• Participates in business development and sales activities, including relationship management and opportunity tracking.
• Leads proposal development efforts, including writing technical sections and coordinating contributors.
• Develops written reports, financial analyses, presentations, and other client-facing materials.
• Conducts research and analysis related to healthcare reimbursement, cost reporting, provider assessment programs, ambulance reimbursement, and related public-sector initiatives.
• Develops and reviews data analyses, financial models, and recommendations to support client decision-making.
• Monitors emerging federal and state policy developments and evaluates their impact on client programs.
