Job summary

The City of New York’s Department of Social Services seeks an Executive Deputy Administrator to serve as Chief Financial Officer for the DSS-HRA-DHS portfolio. The role leads the finance office, shapes financial plans, and reports on performance to the Commissioner.

Incumbent will manage the agency budgets, collaborate with the OMB, and coordinate across inter-agency and external partners to ensure fiscal integrity and strategic outcomes.

Qualifications

• Master's degree in relevant field with experience in budget administration, accounting, or financial management.
• Four years of professional experience including 18 months of executive/managerial experience in public or private sector finance.

Responsibilities

• Provide executive oversight and management of the agencies’ multi-billion-dollar budget and advocate with the OMB on behalf of DSS-HRA-DHS.
• Oversee research and performance management programs and advise on program performance matters.
• Manage planning and coordination for divisions within the Chief’s portfolio and ensure efficient operations.
• Interpret policies for staff and oversee policy changes in collaboration with General Counsel.
• Collaborate on personnel budgets and headcount management with the Chief People Officer.
• Maintain liaison with executive staff, vendors, and other agencies; allocate resources for inter-agency projects.

Education

Master's degree in economics, finance, accounting, business or public administration, or related field

Bachelor's degree with four years of professional experience including executive/managerial experience
