Job summary

The City of Goodyear is seeking a seasoned Benefits Manager to lead the employee benefits programs for active and retiree populations. The role oversees retirement plans, leave management, and wellness initiatives, ensuring compliance with ERISA, ACA, COBRA, and HIPAA.

Ideal candidates will have five years of benefits administration experience, a Bachelor's degree, and a proven ability to manage vendor relationships and annual enrollment events.

Qualifications

• Minimum five years of experience in a related field.
• Bachelor's degree or equivalent.
• Valid Driver’s License.
• Experience with self-insured plans and public sector benefits preferred.
• Strong understanding of benefits compliance.

Responsibilities

• Leads the Benefits division, overseeing daily operations and staff for employee benefit, retirement programs, leave management and ADA accommodations.
• Manages relationships with internal stakeholders, benefits brokers, carriers, and third-party administrators.
• Plans and executes annual activities such as open enrollment, benefits fairs, ACA processing, and benefits communications.
