Job summary

The City of Plantation seeks an IT Systems Manager to lead planning, administration, security, and operation of police IT systems, ensuring reliable services for emergency response and public safety operations. The role supervises technical staff, shapes technology strategy, manages budgets, and advises on public safety technology initiatives, reporting to the IT Director.

The position requires CJIS familiarity, strong project management, and the ability to coordinate audits and vendor contracts

Qualifications

• Considerable knowledge of enterprise-level information technology hardware and software management.
• Considerable knowledge of public safety technology systems, including CAD, RMS and MDTs.
• Considerable knowledge of project management methodologies and practices.
• Knowledge of the FBI CJIS Security Policy and requirements applicable to criminal justice information systems.
• Knowledge of cybersecurity frameworks, standards and best practices.
• Knowledge of NIMS and CEMP.
• Knowledge of government procurement processes, policies and regulations.
• Knowledge of technology budgeting and budget administration.
• Ability to communicate effectively, orally and in writing.
• Ability to establish and maintain effective working relationships with staff, Police Department command staff, City officials and vendors.

Responsibilities

• Direct IT staff supporting Police Department operations.
• Develop and implement short- and long-term technology plans.
• Administers technology policies, standards, procedures and guidelines.
• Manages the preparation and administration of Police Department technology budgets and assists with purchasing decisions.
• Develops and manages RFPs, technical specifications, contracts and vendor evaluations for technology products and services.
• Manages technology vendors, maintenance agreements, warranties and software licensing.
• Presents technology recommendations and project updates to the IT Director and command staff.
• Coordinates internal and external technology audits and tracks corrective actions.
• Ensures mission-critical technology systems maintain high availability to support 24-hour operations.
• Develops project schedules, manages resources, and oversees projects to meet timelines and budgets.
