Job summary

The City of Seattle's Seattle Police Department seeks an Executive Director of Human Resources (Executive 3, Exempt). This senior role reports to the Chief Operating Officer and leads Payroll, Labor Relations, Employment Services, Recruitment, Leadership Development, and Compliance initiatives.

The Director manages 46 staff, a $26.8 million division budget, and partners with City HR to advance equity, diversity, and trauma-informed leadership across all bureaus.

Qualifications

• Experience with represented employees and labor relations groups.
• Leadership of HR function or team for 5+ years.
• Experience designing and implementing HR programs aligned to equity initiatives.
• Knowledge of labor contracts and employment standards.

Responsibilities

• Oversee Payroll, Labor Relations, Employment Services, Recruitment, and related HR programs.
• Lead labor contract negotiations and ensure compliance with memoranda of agreement.
• Guide workforce equity, trauma-informed leadership, and inclusive policies.
• Collaborate with City HR and other agencies on HR programs and policy matters.
