Job summary

Halff Associates, Inc. is seeking a Civil Engineering Project Manager for Public Infrastructure in Houston, TX. The role requires a Texas PE license and 5–10 years of public-infrastructure design experience, with priority given to Municipal roadways, drainage and pedestrian facilities.

You will manage design and construction, mentor staff, oversee scopes and budgets, and support proposals and client relations across multiple stakeholders and projects.

Qualifications

• Requires Bachelors or Masters in Civil Engineering (ABET-accredited).
• Texas Professional Engineer (P.E.) license required.
• 5–10 years of public infrastructure design experience (municipal roadways, drainage, pedestrian facilities).
• Experience with AutoCAD Civil3D (preferred) or MicroStation.
• Ability to manage design teams and supervise staff; strong communication skills.

Responsibilities

• Manage and oversee design and construction of municipal infrastructure projects.
• Coordinate with project members, subconsultants, and stakeholders to ensure deliverables, schedules and budgets.
• Develop project scopes, budgets and schedules; monitor progress and quality control.
• Assist in proposals and RFQs; support business development.
• Provide mentorship and technical guidance to engineers and EITs.
