Job summary

Linn County Public Health Department seeks an experienced Assessment and Health Promotion Branch Supervisor to lead staff, hire and train personnel, and ensure effective public health programs.

You will guide population health data analysis, coordinate CHA/CHIP efforts, secure funding, manage data sharing, and report outcomes, while maintaining fiscal responsibility and advancing Linn County’s customer-centered culture.

Qualifications

• Bachelor's degree required in public health, community health, epidemiology, or a related field.
• Master’s degree in public health, epidemiology, or closely related field preferred.
• Three (3) years of experience in program planning, implementation, capacity building, coalition coordination, evaluation and sustainability in the health/human services field is required.
• Two (2) years of experience in successful grant management and resource development is required.
• Professional certification as a Certified Health Education Specialist is required within six (6) months of hire.

Responsibilities

• Provides leadership, supervision, and strategic guidance to AHP Branch staff, including hiring, training, evaluating, and developing personnel.
• Guides and directs the analysis of population health data; ensures the accuracy and timeliness of data collection and reporting; monitors and reports health trends, including emerging health issues; and ensures outcome evaluation of public health programs.
• Engages stakeholders to conduct the Community Health Assessment and Community Health Improvement Plan (CHA/CHIP), garners stakeholder support, and implements evidence-based public health practices to address priorities identified through the CHIP.
• Identifies population health needs, maps available services, and identifies gaps in health services within Linn County.
• Contributes to service delivery planning and design to ensure services are available and accessible to the population, especially those most in need
• Prepares, monitors, and justifies the branch budget; allocates resources and ensures fiscal responsibility.
• Identifies and secures external funding streams, including grants and interagency contracts, to support public health priorities.
• Develops and manages data-sharing agreements and ensures regulatory compliance, confidentiality, and security for all public health data.
• Oversees the preparation and submission of reports to internal leadership and external partners, ensuring timeliness and accuracy.
• Engages community stakeholders through outreach, presentations, and collaborative planning to enhance public health system capacity.
• Leads epidemiologic and applied research and work with the LCPH branches to implement evidence-based public health practice. Monitors emerging health trends, evaluates program outcomes, and makes policy, systems, and environmental change recommendations.
• Monitors employee timekeeping, leave usage, and attendance records in accordance with County policies and procedures.
• Implements and models Linn County’s Customer-Centered Culture, incorporating feedback and facilitating continuous improvement.
• Performs all other related duties as assigned.
• Knows the products they personally produce and the customers of each product. Listens to the “Voice of the Customer” and closes gaps between customer expectations and experience whenever possible.
