Job summary

Salt Lake County Health Department seeks an experienced leader to coordinate regional medical surge, medical countermeasures, and emergency preparedness programs, collaborating with healthcare partners to strengthen readiness.

The role requires budget and grant management, contract oversight, and staff supervision; applicants should have FEMA ICS training or certification and a track record in public health emergency response.

Qualifications

• Bachelor’s degree in Public Health, Health Administration, Emergency Management, Nursing, or related field and 4 years of relevant experience or an equivalent combination.
• Preference given to applicants with supervisory experience.
• Must pass background check and RAP Back program enrollment.

Responsibilities

• Plans, coordinates, and manages projects from initiation through completion with stakeholder coordination and performance tracking.
• Supervises staff including hiring, training, performance reviews, and discipline.
• Leads planning and implementation of regional medical surge and healthcare preparedness programs.
• Manages program budgets, grants, funding agreements, and related contracts ensuring fiscal compliance.
• Oversees integration of emergency preparedness plans across healthcare systems and partners.
• Ensures alignment with NIMS and FEMA ICS frameworks.
• Builds and maintains partnerships with hospitals, emergency management agencies, and community stakeholders.
• Analyzes data, develops reports and performance measures, and supports QA and emergency response operations.
• Develops and conducts trainings, exercises, and workshops for staff and partners.
• Provides technical assistance on preparedness, response, and recovery activities.
• Manages medical countermeasure planning, inventory, and distribution per federal requirements.
• Facilitates regional coalitions and coordination across regions.
