Job description

Public Health Adviser II-51191 Open to candidates who are permanent in the civil service title or to those eligible candidates who have successfully filed for PUBLIC HEALTH ADVISER Exam No. 5116 within the filing period From: October 9, 2024 To: October 29, 2024 or PROMOTION TO PUBLIC HEALTH ADVISER Exam No. 5541 within the filing period From: October 9, 2024 To: October 29, 2024.

The BTBC Office of Epidemiology reviews and assesses exposures in residential and non-residential congregate settings; conducts contact investigations in these settings; analyzes genomic and epidemiologic information to detect, investigate and respond to TB outbreaks; and conducts data analysis and research to describe the epidemiology of TB in NYC and to inform TB prevention and control policy.

We are seeking a Public Health Advisor to join our Expanded Contact Investigation Unit in the Office of Epidemiology. As an integral part of the team, this person will assist with all aspects of contact investigations in congregate setting types across NYC, including contact identification, notification, education and care coordination and coordination with internal and external entities. The ideal candidate will be organized, have strong attention to detail, enjoys and has experience working with and serving the public, has familiarity with the healthcare system, and can work both independently and as part of a team.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Review and enter data in the DOHMH TB surveillance and case management system
- Plan and conduct TB contact investigations in residential and non-residential congregate settings (e.g., worksites, schools, shelters)
- Communicate with patients, health care providers, laboratories, and others (in person or on the phone) to conduct interviews, collect relevant information, and arrange for follow-up medical evaluations
- Assess results of investigations to determine if further expansion or public health intervention is warranted
- Assist in conducting TB education sessions at sites where exposures have occurred
- Conduct and coordinate contact identification, notification, education, and care coordination
- Support administration and implementation of TB testing events in community settings
- Conduct TB testing, including specimen collection (phlebotomy) and transport as needed
- Conduct medical chart review
- Other duties as required

PREFERRED SKILLS:

- Knowledge of the health care delivery system.

- Experience working and communicating with patients and/or the public.

- Experience working and communicating with clinicians or other health care or social service providers.

- Experience with structured interviews, medical terminology, and conducting medical chart reviews.

- Good written and oral communication skills.

- Excellent organizational skills.

Minimum Qualifications

1. A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; or
2. A baccalaureate degree from an accredited college, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting field investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; or
3. A four-year high school diploma or its educational equivalent, and four years of full-time satisfactory experience as described in "2" above; or
4. Education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. However, all candidates must have a four-year high school diploma or its educational equivalent, and either twelve semester credits as described in "1" above or six months of experience as described in "2" above.
Additional Requirements
A. To be assigned to Assignment Level II, candidates must have, in addition to meeting the minimum qualification requirements listed above, at least one year of experience as a Public Health Adviser, Assignment Level I, or at least one additional year of experience as described in Qualification Requirement "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
