Job summary

IEM in Guaynabo, PR is seeking a Full Time Grant Management Specialist I (GMS I) to join the State and Local Response and Recovery team and help identify and elevate financial or administrative issues for resolution, including responding to FEMA RFIs.

The role emphasizes ensuring eligibility, maintaining project records, conducting compliant procurements, monitoring subrecipients and contractors, and supporting audits and closeouts, with bilingual English/Spanish communication essential.

Qualifications

• Bachelor’s degree in a relevant field or equivalent experience.
• 1 year of FEMA Grants experience (Public Assistance, 428, 404 or 406).
• Bilingual in English and Spanish, written and verbal.
• Familiar with CFR titles and federal/state grant rules.

Responsibilities

• Prepare, process, track and submit grant documentation and RFIs for FEMA.
• Determine eligibility of Applicants/Subrecipients and maintain records.
• Verify documentation across systems and conduct procurements.
• Monitor subrecipients/contractors and prepare closeout documentation.
• Assist with audits, plan development and grant program compliance.
