Job summary

IEM is seeking a Full Time – Eligibility Analyst to join the Disaster Recovery team in Puerto Rico. The role reviews project documentation to ensure compliance with CDBG-DR, CDBG-MIT, and HMGP requirements, including eligible costs, procurement, and environmental records.

Primary location is Guaynabo, PR, with travel as needed and an office environment. The ideal candidate holds a bachelor's degree, has at least one year of grant auditing experience, and is fluent in English and Spanish.

Qualifications

• One year of auditing experience in federally funded grant programs.
• Fluent English and Spanish communication skills.

Responsibilities

• Access COR3 and FEMA systems to retrieve PW documentation.
• Record and organize PW documents in PRDOH’s system per procedures.
• Maintain file structure in compliance with guidelines.
• Identify and validate the Record of Environmental Consideration for each PW.
• Calculate eligible costs and confirm supporting documentation.
• Validate documentation and procurement compliance with CDBG-DR, CDBG-MIT, and PRDOH standards.
• Support labor compliance reviews as needed.
• Ensure Duplication of Benefits requirements are met.
• Submit required documentation to the Eligibility Manager.
• Conduct National Objective reviews for applicable projects.
• Evaluate HMGP projects for compliance and match application validation.
• Assist with reviews, recommendations, and other tasks as directed.
