Job summary

Carroll County Government seeks an experienced finance leader to manage governmental and fiduciary funds. You will direct accounting activities, supervise staff, and ensure compliance with GASB and ACFR requirements while supporting debt management decisions.

Qualifications include a finance degree, 5+ years of related experience, 3+ years in supervision, and CPFO certification if possible. Strong communication and policy collaboration are essential; remote options exist in the county’s benefits.

Qualifications

Bachelor's degree in finance or related field required.
Five or more years of related accounting/finance experience.
Three or more years of supervisory experience preferred.
CPFO certification is a plus.

Responsibilities

Prepare and coordinate the County’s ACFR, Credit Rating, POS, OS, and UFR.
Lead analysis of investments and bond expenditures; produce schedules and reports.
Consult with Financial Advisor and Bond Counsel to issue general obligation bonds.
Analyze financial plans and forecasts; present recommendations to management.
Review impact fees, landfill fees, septage rates, and utility rates to set appropriate charges.
Manage governmental and fiduciary funds; supervise accounting staff; ensure deadlines and accuracy.
Maintain knowledge of GASB standards and apply to ACFR and reporting.
Collaborate with legal to ensure policy compliance and governance.
Support workflow efficiency and training to uphold integrity and ethics.
