Job summary

Texas Comptroller of Public Accounts seeks a senior leader to direct the Public Finance division, overseeing cash flow, debt issuance, and disclosure obligations. You will guide policy, supervise staff, and ensure compliance with federal and state law while coordinating with the Bond Review Board.

You will develop strategies for liquidity, oversee regulatory compliance, and participate in legislative processes to support state finance.

Qualifications

• Bachelor's degree or coursework in business, economics, accounting, finance, or government.
• Ten years of analytical/statistical experience.
• Ten years in public finance, debt management, or related fields.
• Ten years in management of a program relevant to public finance.
• Ten years of extensive administrative/managerial experience.

Responsibilities

• Provide direction and day-to-day guidance for the Public Finance division.
• Develop priorities and guidelines for proper oversight of public finance responsibilities.
• Monitor performance and supervise employees.
• Conduct evaluations and develop competencies.
• Serve as a role model and mentor to staff.
• Ensure adherence to agency policies and employee development.
• Respond to calls and emails, problem-solve and attend meetings.
• Oversee cash flow management and issuance of Tax and Revenue Anticipation Notes.
• Establish processes to ensure compliance with laws and maintain tax-exempt status and arbitrage compliance.
• Review bond transaction documents and communicate with rating agencies.
• Provide legislative testimony and implement changes.
• Disclose financial information in compliance with continuing disclosure laws.
• Study public finance matters and provide guidance on debt issuance.
• Stay informed on market trends and advise on municipal finance issues.
• Serve as Comptroller's designee on the Bond Review Board.
• Oversee liquidity planning for debt issuance and review liquidity agreements.
• Ensure registration of municipal securities is met and improvements identified.
• Perform other duties as assigned.
