Houston Public Works seeks a Chief Financial Officer to serve as the principal financial executive and strategic advisor. The CFO will provide leadership over budgeting, accounting, treasury, capital financing, revenue planning, procurement, grants administration, and risk management for an expansive enterprise with a multi-year capital program and a large debt portfolio.

Qualifications

Extensive financial leadership experience in a large municipal or public utility setting.
Advanced degree in business, public administration, accounting, finance or related field.
Experience overseeing multi-billion-dollar operating budgets and debt portfolios.

Responsabilités

Provide executive financial leadership and strategic advisory to the Director and senior leadership.
Direct development and oversight of annual operating and capital budgets and long-range financial planning.
Oversee water/wastewater revenue planning, rate analyses, and cost-of-service studies.
Direct debt management, financing strategies, and compliance with bond covenants.
Lead organizational leadership and governance, performance reporting, and external communications.
Ensure internal controls and financial reporting accuracy across enterprise funds.
