Job summary

The City of Burlington is seeking a Finance Director to lead the Finance Department, steward public funds, ensure compliance with GAAP/GASB, and support budgeting and financial reporting. This senior role requires strong leadership, integrity, and the ability to guide debt management, procurement, risk, and treasury activities to serve residents.

Qualifications

• Extensive knowledge of governmental accounting principles, GAAP and GASB standards, municipal finance, budgeting, treasury management, debt administration, and risk management.
• Knowledge of local, state, and federal laws/regulations related to municipal finance.
• Proficiency in financial reporting, audits, and liaison with external auditors.

Responsibilities

• Lead and oversee all Finance Department functions, personnel, and resources, including accounting, payroll, treasury management, purchasing, accounts payable, debt management, employee benefits, and risk management.
• Direct preparation, administration, and monitoring of the City's annual operating and capital budgets and Capital Improvement Plan.
• Coordinate debt issuances and ensure compliance with debt covenants and reporting.
• Ensure compliance with GAAP, GASB standards, and applicable laws.
• Supervise staff and provide guidance to City departments on budgeting and expenditure management.
