Job summary

Harris County is seeking a Financial Analyst to assist the Director in building a robust annual budgeting process, multi-year forecasts, and a framework linking outcomes to the budget of the Elections Department within the Harris County Clerk's Office.

Responsibilities include preparing budgets, forecasting, reporting to Commissioners Court, and developing performance metrics to guide resource allocations. Regular full-time hours with potential overtime during election periods.

Qualifications

  • Excellent written and oral communication and presentation skills.
  • Knowledge of public-sector financial practices, including budgeting, purchasing, and performance measures.
  • Advanced Excel skills and proficiency with Microsoft Office.
  • Experience with financial planning or ERP systems (e.g., Oracle PeopleSoft).
  • Three years of professional government budgeting and forecasting experience.

Responsibilities

  • Assist with annual budget preparation and multi-year spending forecasts.
  • Help present outcomes to drive decision-making and resource allocations.
  • Prepare and review reports on spending vs. budget progress for Commissioners Court.
  • Coordinate with Directors to develop performance metrics to evaluate spending effectiveness.
  • Review internal spending requests for consistency with allocations and goals.
  • Support publication of budgets, expenditures, and performance data.
  • Oversee day-to-day financial operations including accounts payable/receivable and purchasing.
