Job summary

Harris County in Houston seeks a Finance Director to lead budgets, AP/AR, settlements, GL, and investment decisions. Reporting to the COO, you will drive policy compliance, internal controls, and data-driven planning for public funds and grants.

You will direct multi‑year forecasting, financial analysis, dashboards, and cross‑department collaboration with OMB, Commissioners Court, and other offices to ensure accurate reporting and fiscal stewardship.

Qualifications

• Bachelor’s degree in accounting, finance, or a closely related field.
• Minimum of seven to ten years of comprehensive financial management experience overseeing accounting, investments, debt, grants, and financial reporting for large scale operations.
• Proven experience leading multidisciplinary finance teams and advising elected officials or senior executives on policy, strategy, and compliance issues.
• Demonstrated ability to develop long‑range financial forecasts and guide fiscal policy.

Responsibilities

• Provide departmental leadership and oversight to ensure alignment with goals, regulatory requirements, and best practices.
• Oversee annual operating and capital budget development, monitoring, and variance analysis.
• Lead multi‑year financial planning and forecasting efforts to support organizational strategy.
• Direct high‑level financial analysis and the preparation of dashboards and executive reports.
