Job summary

CPS, Inc. in Louisiana seeks a PSM Engineer to drive PSM/RMP program compliance at the site. You will interact daily with plant personnel to identify, develop, and manage PSM projects, procedures, audits and updates to state and federal requirements.

Qualifications

  • Bachelor's degree in Chemical Engineering preferred; other degrees with relevant experience acceptable.
  • Minimum 5 years in petroleum refinery process engineering and unit operations.
  • Experience in refinery operations: Crude Oil Distillation, Hydrotreating, Hydrogen generation via steam/methane reforming preferred.
  • Familiar with OSHA PSM, PHA, PSSR, MOC.
  • Experience with federal PSM/RMP regulations and Louisiana requirements ideal.
  • Familiar with hazard analysis software and PHA methodologies.
  • Familiar with incident investigation methodologies.
  • Experience in LOPA.
  • Ability to multitask and meet deadlines.
  • Strong analytical and problem-solving skills.
  • MS Office proficiency
  • Strong written and verbal communication

Responsibilities

  • Drive improvement of the site PSM program by working with other functions to ensure compliance and implement improvements.
  • Analyze and present Management of Change metrics. Prepare and track refinery metrics for the assigned MOC work process.
  • Manage the Management of Change process.
  • Oversee the Management of Safe Operating Limits (SOL).
  • Steward the PSI management (Process & Instrument Diagrams, PFD’s, Process Schematics, Block Diagrams).
  • Lead/Participate in Process Hazard Analysis reviews for MOC.
  • Manage PHA schedule.
  • Manage Action Item assignments & closure tracking process.
  • Facilitate/Participate in HSE incident investigations.
  • Develop PSM management system to insure integration with corporate goals & objectives.
  • Coordinate RMP updates.
  • Coordinate PSM/RMP training, awareness, and communication to employees.
  • Interface with other plant functions including Operations, Health and Safety, Environmental, Process Engineering, Maintenance, Lab, etc.
  • Coordinates OSHA Process Safety Management and EPA Risk Management Program (RMP) programs for the site.
  • Assist the HSE Manager in PSM/RMP program improvement & stewardship activities as needed.

Job description

Summary

The PSM Engineer is responsible for driving PSM/RMP program compliance for the site. Interact daily with plant personnel to identify, develop, and manage PSM projects. Provide daily support, develop and update procedures, coordinate audits and inspections, and review and incorporate updates from the local, state, & federal State requirements with respect to elements of Process Safety Management.

Will work with the Engineering, Operations, Maintenance and Reliability groups to develop effective programs and management systems for Management of Change (MOC). Will provide the tools for the managers to deliver to the field employees, provide guidance for tracking and resolving findings and action items. Conduct reviews of work completed and determine if appropriate management of change work processes were followed. Identify and coordinate actions which are an outcome for the learning program. Ensure the actions are appropriately assigned and in recommendation tracking tool.
