Qualifications

  • Licensed Clinical Alcohol and Drug Counselor or Certified Professional Counselor–Alcohol and Drug before September 30, 2008.
  • Experience requirements set by Maryland Board for counselors/licensing.
  • Must meet all minimum qualifications and certifications to be considered.

Responsibilities

  • Provide administrative and clinical supervision to addiction counselors.

Position Duties

Provide administrative and clinical supervision, and leadership to addiction counselors responsible for substance use disorder treatment services, including those who are dually diagnosed.

Duties
  • Supervise and evaluate the work of addiction counselors, including client record reviews and monitoring the administration of treatment services.
  • Assign tasks related to data collection, reports, and the administration of substance use disorder services.
  • Conduct meetings to review and revise procedures for substance use disorder assessments and counseling interventions.
  • Establish and regularly monitor quality assurance to ensure proper treatment services and compliance with COMAR standards for substance use disorder treatment.
  • Assist the Director/Deputy Director of Substance Use Disorder Treatment Services in implementing regional services that comply with the department's strategy for providing services.
  • Review clinical files to ensure completed documentation within the required timeframe.
  • Conduct performance reviews for addiction counselors twice yearly according to State personnel policies and procedures.
  • Maintain contact with internal and external resources such as community-based addiction providers to support aftercare services.
  • Participate in continued professional development through educational training.
Minimum Qualifications

Applicants must meet all minimum qualifications and certification requirements to be considered.

  • Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors‑Alcohol and Drug before September 30, 2008.
  • Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors‑Alcohol and Drug before September 30, 2008.
Licenses, Registrations, and Certifications
  • Licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor or as a Certified Professional Counselor‑Alcohol and Drug before September 30, 2008.
  • If duty requires driving, a valid Maryland motor vehicle operator's license is required.
Special Requirements

The ideal candidate must be fluent in spoken and written English, effectively and respectfully communicate with diverse populations, and provide services to individuals with different beliefs, behaviors, and interpersonal styles in confinement or community settings. Professional working fluency in Spanish, Mandarin, Korean, or any other language is a plus.

  • Must possess graded courses in management and supervision as defined by the Alcohol and Drug Abuse Administration (ADAA), Maryland State Department of Health. This training must be approved by ADAA.
  • Subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
