Position Duties
  • Supervise and evaluate the work of addiction counselors, including client record reviews and monitoring administration of treatment services.
  • Insure compliance with COMAR standards for substance abuse treatment and provide corrective recommendations for improving counseling skills.
  • Assign tasks to addiction counselors related to data collection, reports, and the administration of substance abuse services.
  • Conduct meetings to review and revise procedures for substance abuse assessments and counseling interventions.
  • Establish and regularly monitor quality assurance to ensure proper treatment services and compliance with COMAR standards for substance abuse treatment.
  • Assist the Director of Substance Abuse Treatment Services in implementing regional substance abuse services that comply with the department’s strategy.
  • Review clinical files to ensure completed documentation within required time frames.
  • Conduct performance reviews for addiction counselors twice yearly in accordance with State personnel policies and procedures.
  • Maintain contact with internal and external resources such as community-based addiction providers to support aftercare services.
  • Maintain approval by the Board of Professional Counselors and Therapists to supervise alcohol and drug counselors.
  • Participate in continued professional development through educational training.
Minimum Qualifications
  • Education: Fulfill registration requirements for Licensed Clinical Alcohol and Drug Counselor or Certified Professional Counselor Alcohol & Drug as of September 30, 2008.
  • Experience: Fulfill requirements for Licensed Clinical Alcohol and Drug Counselor or Certified Professional Counselor Alcohol & Drug as of September 30, 2008.
Licenses, Registrations and Certifications
  1. Must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor or a Certified Professional Counselor Alcohol & Drug prior to September 30, 2008. May hold a Licensed Clinical Professional Counselor with an Alcohol and Drug Approved Supervisor Letter, or a Licensed Certified Social Worker-Clinical with an Alcohol and Drug Approved Supervisor Letter.
  2. Employees who perform duties requiring motor vehicle operation must possess a valid motor vehicle operator's license in Maryland.
Special Requirements
  1. Must possess graded courses in management and supervision as defined by the Alcohol and Drug Abuse Administration (ADAA), Maryland State Department of Health, approved by ADAA. For training inquiries, contact Office of Education and Training for Addiction Services.
  2. Subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09.
