Job summary

State of Maryland is seeking an experienced supervisor for addiction counseling services focused on substance use disorders. The role leads clinicians, reviews records, and ensures compliance with state standards while aligning with the department's strategic objectives.

The incumbent will oversee performance reviews, collaborate with external providers for aftercare, and participate in ongoing professional development to uphold quality care.

Qualifications

  • Monitor quality assurance to ensure compliance with COMAR standards.
  • Assist leadership in implementing regional services aligned with department strategy.
  • Review clinical files for timely documentation.
  • Conduct performance reviews twice yearly.
  • Maintain contact with community-based providers to support aftercare.
  • Engage in ongoing professional development.

Job description

Responsibilities

Provide administrative and clinical supervision, and leadership to addiction counselors responsible for delivering substance use disorder treatment services, including for those who are dually diagnosed.

  • Supervise and evaluate addiction counselors, including client record reviews and monitoring treatment service administration.
  • Assign tasks related to data collection, reporting, and administration of substance use disorder services.
  • Conduct meetings to review and revise procedures for substance use disorder assessments and counseling interventions.
  • Establish and regularly monitor quality assurance to ensure proper treatment services and compliance with COMAR standards for substance use disorder treatment.
  • Assist the Director/Deputy Director of Substance Use Disorder Treatment Services in implementing regional services that align with the department’s strategy.
  • Review clinical files to ensure completed documentation within the required timeframe.
  • Conduct performance reviews for addiction counselors twice yearly in accordance with State personnel policies and procedures.
  • Maintain contact with internal and external resources such as community-based addiction providers to support aftercare services.
  • Participate in continued professional development through educational training.
Qualifications

Applicants must meet all minimum qualifications and certification requirements to be considered and to appear on the list of people eligible for hire.

  • Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors - Alcohol and Drug on or before September 30, 2008.
  • Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the same requirements.
Licenses, Registrations and Certifications
  • Licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor or Certified Professional Counselor - Alcohol and Drug on or before September 30, 2008.
  • Possession of a valid motor vehicle operator’s license in the State of Maryland if duties require operation of a motor vehicle.
Special Requirements
  • Fluent in spoken and written English; effective and respectful communication with diverse populations.
  • Professional working fluency in Spanish, Mandarin, Korean, or another language is a plus.
  • Completion of graded courses in management and supervision as defined by the Alcohol and Drug Abuse Administration (ADAA) approved by the Agency.
  • Substance abuse testing in accordance with Code of Maryland Regulations 17.04.09.
