Role Description

This is a full-time, on-site Proposal Manager role based in Anchorage, AK. The Proposal Manager will lead the development of competitive, compliant proposals for federal, state, and local contracts, coordinating closely with business development, operations, technical staff, and leadership. Daily responsibilities include analyzing solicitations (RFPs/RFQs), developing proposal outlines and schedules, organizing kickoff meetings, assigning content responsibilities, and tracking progress to ensure on-time delivery. The role involves writing and editing technical, management, and past performance sections; integrating input from subject matter experts; and ensuring that all proposal content aligns with solicitation requirements and company standards. The Proposal Manager will also oversee proposal production, support pricing and strategy discussions, maintain proposal templates and libraries, and contribute to continuous improvement of the proposal process.

Qualifications

• Demonstrated ability to manage end-to-end proposal lifecycles, including planning, scheduling, coordination, and delivery for government and commercial opportunities.
• Strong skills in proposal writing, editing, and formatting, with a focus on clear, concise, and persuasive content tailored to solicitation requirements.
• Experience interpreting RFP/RFQ documents, developing compliance matrices, and ensuring full compliance with Federal acquisition and agency-specific guidelines.
• Proficiency in collaborating with cross-functional teams, facilitating meetings, gathering input from subject matter experts, and resolving content gaps under tight deadlines.
• Working knowledge of construction, engineering, environmental services, or related technical fields, with the ability to translate complex concepts into accessible proposal language.
• Strong organizational and time-management skills, including the ability to prioritize multiple concurrent proposals and maintain accurate documentation and version control.
• Advanced skills with common office and collaboration tools (e.g., Microsoft Word, Excel, PowerPoint, SharePoint or similar platforms, PDF tools, and style templates).
• Bachelor’s degree in Business, Communications, English, Engineering, or a related field, or equivalent combination of education and relevant experience.
