Job summary

Qualifications

  • Bachelor's degree in Business, Marketing, Communications, English, or related field preferred.
  • Experience preparing and managing proposals for federal government solicitations (professional services and construction).
  • Experience supporting or leading the proposal process: identifying opportunities, pre-solicitation work, development and submittal, tracking outcomes.
  • Knowledge of federal government solicitation requirements, proposal compliance, and contracting processes.
  • Strong written and verbal English communication skills with proposal content development/editing experience.
  • Excellent organizational skills to manage multiple deadlines and cross-functional teams.
  • Proficiency with Microsoft Office Suite.

Responsibilities

  • Manage the full proposal lifecycle for US Government opportunities, including RFIs, RFPs, RFQs, and other solicitations.
  • Coordinate proposal schedules, assignments, reviews, and production for timely submissions.
  • Develop proposal outlines, compliance matrices, schedules, and submission plans.
  • Collaborate with cross-functional teams to gather information for compliant proposals.
  • Edit, format, and proofread proposal documents for accuracy and compliance.
  • Manage multiple concurrent proposal efforts with quality and timeliness.
  • Participate in post-award activities including startup planning and knowledge transfer.
  • Maintain proposal libraries, resumes, and past performance information.
  • Support business development by tracking opportunities and proposal activities.
  • Utilize MS Office and proposal tools to create professional docs and materials.
  • Ensure deliverables meet quality standards and federal procurement requirements.
  • Identify processes to improve proposal efficiency and effectiveness.
  • Ability to work extended hours during critical submission periods.
  • Support other operational initiatives as assigned.

Title: Proposal Manager

Location: Anchorage, AK

Position Summary

We are seeking a Proposal Manager to lead in the identification, preparation, submittal, and tracking of our proposals for services to the US Government. We provide a broad range of professional and construction services throughout the United States and overseas. The Proposal Manager will serve as an integral member of our corporate leadership team. This position reports directly to the Chief Operations Officer.

This position is a full-time professional position. It requires an extremely well-organized and self-motivating individual that is capable of independently managing competing priorities to meet firm deadlines. Well developed verbal and written communication skills are necessary to successfully interface with corporate leadership, subordinate operational managers, subject matter experts, teaming partners, and Government clients.

Duties/Responsibilities

The duties and responsibilities of the position include the following:

  • Manage the full proposal lifecycle for US Government opportunities, including Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), and other solicitations.
  • Coordinate proposal schedules, assignments, reviews, and production to ensure timely and compliant submissions.
  • Develop proposal outlines, compliance matrices, schedules, and submission plans.
  • Collaborate with cross-functional teams and subject matter experts to gather information and develop compelling, compliant proposal content.
  • Edit, format, and proofread proposal documents to ensure accuracy, consistency, and compliance with solicitation requirements.
  • Manage multiple concurrent proposal efforts while maintaining accuracy, quality, and compliance in a deadline-driven environment.
  • Participate in post-award activities, including contract transition, proposal-to-program handoff, startup planning, and knowledge transfer.
  • Maintain and organize proposal libraries, templates, resumes, past performance information, and other proposal resources.
  • Support and maintain the company's business development pipeline by tracking opportunities and proposal activities.
  • Utilize Microsoft Office Suite and proposal development tools to create professional proposal documents, presentations, graphics, and supporting materials.
  • Ensure all deliverables meet company quality standards and federal procurement requirements.
  • Identify process improvements to increase proposal efficiency and effectiveness.
  • Ability to work extended hours, including occasional evenings and weekends, during critical proposal submission periods.
  • Support other operational initiatives and other duties as assigned.
Minimum Requirements

The ideal candidate should possess the following knowledge, skills, and abilities:

  • Bachelor's degree in Business, Marketing, Communications, English, or related field is preferred.
  • Experience preparing and managing proposals for federal government solicitations; especially, for professional services and construction. Ideally this experience would have been gained working for an Alaska Native Corporation.
  • Experience supporting or leading the proposal process: researching and identifying viable opportunities, conducting various pre-solicitation support activities, managing the development and submittal of the proposal, and tracking and analyzing its outcome.
  • Knowledge of federal government solicitation requirements, proposal compliance, and contracting processes.
  • Strong written and verbal English communication skills with experience developing, editing, and managing proposal content.
  • Excellent organizational skills with the ability to manage multiple deadlines and cross-functional teams.
  • Strong attention to detail and commitment to producing high-quality, compliant deliverables.
  • Proficiency with Microsoft Office Suite.
