Job summary

Jobgether, partnering with a government-focused client, seeks a Proposal Manager based in the United States to own the full lifecycle of federal government proposals. Qualifications

Responsibilities

  • Own end-to-end proposal lifecycle from qualification to submission, debriefs, and lessons learned.
  • Analyze RFPs, RFQs, RFIs, and related documents to identify requirements and submission instructions.
  • Develop and maintain compliance matrices, outlines, and content schedules.
  • Lead kickoff meetings and coordinate across senior leadership, BD, operations, finance, contracts, HR, and SMEs.
  • Coordinate proposal volumes including technical, management, staffing, past performance, and cost sections.
  • Facilitate reviews (Pink/Red/Gold Teams) and consolidate feedback for revisions and quality control.
  • Ensure adherence to all solicitation instructions, page limits, formatting, and file naming.
  • Draft and refine executive summaries, management approaches, staffing plans, and technical narratives.
  • Translate complex technical information into clear, persuasive content and align with capture strategies.
  • Maintain document control, templates, and centralized proposal content libraries.
  • Support BD and capture activities with opportunity research and market insights.
  • Coordinate with teaming partners and subcontractors to gather required information.
  • Track metrics on opportunities, bids, and win/loss performance.
  • Provide status updates to leadership and identify opportunities to improve capacity and quality.

Job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Proposal Manager based in United States.

The Proposal Manager will own and coordinate the full lifecycle of federal government proposals, from opportunity qualification and solicitation analysis through submission, award, and lessons learned.

This is a hands‑on role combining proposal management, technical writing, compliance, project coordination, and business development support.

You will serve as the central point of coordination across executive leadership, technical teams, operations, finance, contracts, HR, subject matter experts, and external partners.

The role will be responsible for translating complex federal solicitations into clear requirements, schedules, assignments, and winning proposal strategies.

Success will require exceptional attention to detail, strong writing and editing capabilities, and the ability to manage multiple high-priority deadlines simultaneously.

You will also help strengthen proposal infrastructure, content libraries, reporting, and continuous‑improvement processes to increase efficiency and competitive performance.

Accountabilities
  • Own the end‑to‑end proposal lifecycle, including opportunity qualification, solicitation review, kickoff, compliance planning, content development, reviews, executive approval, submission, debriefs, and lessons learned.
  • Analyze RFPs, RFQs, RFIs, Sources Sought notices, draft solicitations, amendments, Q&As, attachments, exhibits, and other federal procurement documentation to identify requirements, evaluation criteria, dependencies, and submission instructions.
  • Develop and maintain proposal schedules, compliance matrices, outlines, storyboards, assignments, review plans, calendars, trackers, and action‑item logs.
  • Lead proposal kickoff meetings and coordinate contributors across executive leadership, Business Development, Operations, Finance, Contracts, HR, technical teams, consultants, teaming partners, and subject matter experts.
  • Coordinate technical, management, staffing, past performance, transition, quality, and cost/price proposal volumes while maintaining accountability for deadlines and deliverables.
  • Facilitate Pink Team, Red Team, Gold Team, and other reviews; consolidate feedback; coordinate revisions; and conduct final compliance and quality‑control checks.
  • Ensure proposals fully address solicitation instructions and evaluation criteria, including applicable Sections L and M, page limits, formatting, file‑naming, forms, attachments, and submission requirements.
  • Draft, edit, and refine executive summaries, management approaches, staffing plans, transition strategies, corporate experience, past performance, technical narratives, and other proposal content.
  • Translate complex technical and operational information from subject matter experts into clear, concise, compliant, customer‑focused narratives.
  • Incorporate customer priorities, competitive intelligence, win themes, discriminators, and capture strategies throughout proposal content.
  • Maintain strict document control, version management, proposal records, templates, checklists, and centralized content libraries containing reusable corporate and proposal materials.
  • Support Business Development and capture activities through opportunity research, bid/no‑bid discussions, capability statements, RFIs, Sources Sought responses, presentations, market research, and industry events.
  • Coordinate with teaming partners, subcontractors, and consultants to collect required information, manage assignments, and meet proposal deadlines.
  • Track proposal and Business Development metrics, including opportunities, bid/no‑bid decisions, submissions, proposal value, win/loss rates, workload, timeliness, risks, and lessons learned.
  • Provide regular proposal pipeline, workload, risk, and status updates to leadership and identify opportunities to improve proposal capacity, quality, compliance, and win performance.
  • Support applicable ISO and CMMI processes by maintaining required documentation, following established procedures, and identifying opportunities for continuous improvement.
  • Maintain confidentiality and exercise sound judgment when handling proprietary, procurement‑sensitive, employee, customer, and partner information.
Requirements
  • Bachelor’s degree in Business Administration, Communications, English, Journalism, Marketing, Government Contracting, or a related discipline preferred; equivalent combinations of education, training, and relevant experience may be considered.
  • At least 5 years of progressively responsible experience in proposal management, proposal coordination, federal government contracting, Business Development, marketing, or technical writing.
  • Demonstrated experience managing federal government proposals and deconstructing complex solicitations is strongly preferred.
  • Strong understanding of federal proposal development, procurement processes, RFP requirements, evaluation criteria, and applicable FAR principles.
  • Experience developing detailed compliance matrices and translating solicitation requirements into actionable proposal plans.
  • Experience supporting Alaska Native Corporations, Tribal organizations, SBA 8(a) companies, or other federal government contractors is preferred.
  • Exceptional technical and business writing, editing, proofreading, grammar, and presentation skills.
  • Strong project management and organizational abilities, with the capacity to manage multiple concurrent proposals, priorities, contributors, and deadlines.
  • Exceptional attention to detail, accuracy, quality control, and information management.
  • Strong analytical skills and the ability to synthesize large amounts of complex information into clear, persuasive content.
  • Ability to hold contributors accountable for assignments and deadlines while maintaining strong collaborative relationships.
  • Excellent communication, listening, interpersonal, and stakeholder‑management skills across executive, technical, operational, administrative, and external teams.
  • Strong judgment, integrity, discretion, cultural awareness, and professionalism when handling sensitive information.
  • Ability to work independently, take ownership, solve problems, identify risks, and escalation significant issues appropriately.
  • Advanced proficiency in Microsoft Word, including styles, templates, tables, headers and footers, section breaks, page numbering, and management of complex proposal documents.
  • Proficiency with Microsoft Excel, PowerPoint, Teams, SharePoint, Adobe Acrobat, and cloud‑based document‑management tools.
  • Ability to quickly learn proposal‑management and federal opportunity platforms such as GovDash, SAM.gov, and similar systems.
  • Experience with Adobe Creative Suite, InDesign, Photoshop, Illustrator, or comparable design tools is a plus.
  • Ability to work effectively in a deadline‑driven environment, including occasional evenings or weekends when required to meet submission deadlines.
  • Occasional travel may be required for customer meetings, conferences, proposal activities, or other business needs.
