Primary Function
Long Wave Inc. is seeking a highly motivated, proposal professional to support the expanding and dynamic TIMS Business Unit. The Proposal Coordinator supports the full proposal lifecycle for government and commercial contract opportunities. Working under the direction of the Business Development Manager, the Proposal Coordinator is responsible for coordinating proposal development activities, managing schedules and deadlines, maintaining compliance with solicitation requirements, ensuring timely delivery of high-quality proposal submissions, and supporting post-award deliverable management and program execution. This role requires strong organizational skills, attention to detail, program management acumen, and the ability to manage multiple competing priorities in a fast-paced environment.
This position plays a critical role in expanding Long Wave's footprint across sought after markets in the DHS, DOE, DOT, FAA, Forest Service, FEMA and more.
This position will be relied upon to produce compliant, accurate and competitive proposal that land sales in the adjacent markets LWI and TIMS are expanding market share in. This position requires a self-starting, motivated team player who will support and work with our business development team, field estimators, project managers and leadership to propose and win!
Essential Duties & Responsibilities
- Coordinate proposals from kickoff through submission
- Develop and manage schedules, deadlines, and action items
- Review RFPs, RFIs, SOWs, solicitations and PWS documents for requirements and compliance
- Build and maintain compliance matrices
- Assemble, format, and finalize proposal volumes (ensure adherence to page limits, formatting, and submission instructions)
- Manage version control and document libraries (past performance, resumes, boilerplate)
- Coordinate proposal reviews (Pink Team, Red Team, Gold Team) and track comment resolution
- Manage submissions via SAM.gov, email, or portals and confirm receipt
- Track and manage compliance, solicitation and CDRLs requirements

Physical Requirements – If required
- Ability to travel to active construction sites
- Ability to walk uneven terrain, climb stairs and access construction areas.
- Ability to wear required PPE and safely access active construction environments.
Security Clearance and Citizenship Requirements
- Must be eligible to access U.S. Government facilities and military installations.
- Ability to obtain and maintain a U.S. Government security clearance.
- US Citizenship required
Travel Expectations – If required
- Travel is expected approximately 10% depending on proposal workload.
Required Qualifications
- Bachelor's degree in English, Communications, Business, Program Management, or related field
- 2+ years of experience supporting proposals or program coordination in government contracting and acquisition
- Working knowledge of FAR-based solicitations and federal acquisition processes
- Experience with CDRLs, DD Form 1423, and Data Item Descriptions (DIDs)
- Proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and Adobe
- Experience with scheduling tools (e.g., Microsoft Project)
- Strong organizational, communication, and multitasking skills
- Military, tower construction or extensive experience in capture, sales or proposal requirements may replace degree
Preferred Qualifications
- Experience with proposal tools, and program tools (e.g., GovEagle, GOVWIN, Costpoint)
- APMP certification (or in progress)
- PMP certification (or pursuing)
- Familiarity with SAM.gov, FPDS, USASpending.gov, WAWF, and EDA
- Experience supporting DoW, federal, or IT services contracts
- Experience supporting NC3, HF and VLF communications, mission-critical systems, FAA, DoW, USACE, NAVFAC, USCG, HFGCS, RCAG, airfield communications, or similar federal programs.
- Established relationships within U.S. Navy, U.S. Air Force, aviation and/or strategic communications communities
- Experience engaging with program offices, end users, and acquisition stakeholders to identify and shape opportunities
- Experience with tower, antenna, RF transmission line, and fiber proposal efforts

- This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
