The Proposal Analyst supports development of compliant, audit‑ready proposals for FMF, FMS, and other Government Programs. This entry‑level position requires strong analytical skills, attention to detail, and the ability to learn complex government acquisition regulations. The role works cross‑functionally to develop cost models, basis‑of‑estimate documentation, and material support packages in alignment with FAR/DFAR, DSCA, and company policies.
Responsibilities and Tasks:
- Assist in implementing strategic proposal initiatives for FMF, FMS, and other Government Programs.
- Compile and validate material cost data and prepare support packages for proposal submissions and audit readiness.
- Support proposal reviews with the Program Office and Proposal Manager by providing data-driven updates and documentation.
- Prepare labor support strategies and develop compliant Basis of Estimate (BOE) documentation for functional organizations.
- Document proposal‑related policies and procedures in accordance with FAR/DFAR, FMF regulations, and company requirements.
- Build audit‑ready cost models using Elbit America cost structures, historical data, and DCAA audit results; support waiver packages as needed.
- Ensure proposal compliance with DSCA guidelines and company certifications.
- Conduct cost, pricing, and compliance analysis to support proposal strategy and internal decision-making.
Qualifications:
Education, Experience & License or Certification
- Bachelor's degree in business, finance, accounting, industrial engineering, or related field
- Modeling skills in Microsoft Excel and solid written communication skills.
- An understanding of Government cost models and CLIN Structure is required.
- Capability to navigate LN and legacy ElbitAmerica ERP systems
- Ability to analyze large amounts of cost data
- Flexibility to support proposals and/or cost inputs
- Ability to work multiculturally; heavy American/Israeli relationship requirement
Travel/Physical Requirements:
- Requires lifting of items weighing up to 25 pounds on an occasional basis.
- Requires physical effort associated with standing/walking/sitting.
- Requires the use of either or both hands for grasping items, manual dexterity is required, and the ability to push/pull; i.e., open/close file cabinets and/or handle machinery.
- Sufficient vision is required to accomplish the requirements of the position successfully.
- Requires sustained periods of concentration.
- Ad hoc travel required.
