Position Summary

The Property Operations Manager is responsible for providing temporary, multi-site, and operational management support across residential communities based on business needs. This position serves as a flexible operational resource to assist with management vacancies, employee absences, property transitions, performance improvement initiatives, staffing needs, operational challenges, and other special assignments.

The Property Operations Manager must quickly adapt to communities, assess needs, set priorities, and ensure compliance with company policies and client expectations.

Essential Duties and Responsibilities
  • Manage communities temporarily based on business needs.
  • Provide operational leadership during vacancies, transitions, and emergencies.
  • Evaluate operations quickly to identify priorities, risks, and opportunities.
  • Manage properties to align with company policies, budgets, client expectations, and laws.
  • Maintain the property's appearance, safety, and resident experience.
  • Conduct regular inspections and address deficiencies promptly.
  • Support stabilization efforts at underperforming communities.
  • Consistently represent Fortis Property Management in a professional manner.
Team Leadership & Accountability
  • Lead onsite teams through daily coaching, direction, and oversight.
  • Set clear expectations and hold team members accountable for performance.
  • Monitor property operations including leasing, maintenance, renewals, and collections.
  • Address personnel issues promptly with Regional Management and HR.
  • Support employee development through onboarding, training, and continuous growth.
  • Foster a positive workplace that is collaborative, respectful, and results oriented.
  • Lead by example to reinforce all company policies and standards.
Leasing & Occupancy
  • Monitor occupancy, leasing activity, traffic, conversion rates, renewals, move-outs, and availability.
  • Develop and implement short-term action plans to improve occupancy and leasing performance.
  • Ensure leads are contacted and followed up consistently and timely.
  • Review pricing, concessions, availability, and market conditions in coordination with Regional Management.
Financial Management
  • Review property financial performance and identify variances, trends, opportunities, and areas requiring immediate attention.
  • Monitor accounts receivable, collections, payment arrangements, and timely delinquency follow-ups.
  • Audit and code invoices, purchase orders, vendor charges, and property expenses.
  • Manage budgets to ensure spending aligns with approved guidelines.
  • Report financial concerns and unfavorable variances to Regional Management.
  • Support financial stabilization at properties needing operational assistance.
Maintenance & Capital Projects
  • Oversee maintenance operations, work orders, preventive care, and property turns.
  • Ensure prompt resolution of resident and emergency work orders.
  • Collaborate with teams and vendors to resolve property issues.
  • Assist with vendor coordination, proposals, inspections, and project completion.
  • Assist with special projects, capital improvements, and transitions.
  • Identify safety concerns and ensure appropriate corrective action is taken.
Resident Relations
  • Deliver professional resident service and resolve escalated complaints promptly.
  • Manage consistent communications, including notices and follow-up.
  • Handle difficult situations, such as lease violations, collections, and disputes.
  • Ensure full compliance with Fair Housing and local regulations.
  • Analyze recurring complaints to recommend operational improvements.
Reporting & Administration
  • Submit property reports accurately and on time.
  • Analyze operational reports to identify management trends.
  • Maintain accurate records for properties, residents, and systems (CRM).
  • Provide operational updates to Regional Management regularly.
  • Document all issues, projects, and personnel matters before transitioning.
  • Deliver an organized handoff to the permanent team.
Special Assignments
  • The Property Operations Manager may be assigned to:
  • Cover open positions, vacations, leaves, or transitions.
  • Resolve occupancy, delinquency, staffing, and resident concerns.
  • Assist new property acquisitions and transitions.
  • Support audits, inspections, client visits, and company initiatives.
  • Handle emergencies and assist Regional Managers with special projects.
  • Support audits, inspections, client visits, and compliance initiatives.
Supervision Received:

The Property Operations Manager will report to the President/Regional Manager

Qualifications
Required
  • Minimum of 3–5 years of multifamily property management experience.
  • Prior Property or Assistant Manager role in multifamily housing preferred.
  • Skilled in leasing, budgeting, maintenance coordination, and resident relations.
  • Working knowledge of Fair Housing laws and housing rules.
  • Proficiency with property management software (Yardi, RealPage, MRI, AppFolio)
  • Computer skills to include Microsoft Office (Word, Excel)
  • Strong leadership, multitasking, and communication abilities.
  • Valid driver's license, reliable transportation, and ability to travel between sites.
Preferred
  • Experience managing Class A, B, and/or C multifamily communities.
  • Experience with property acquisitions, transitions, lease-ups, or stabilization.
  • Experience with property financials, budgeting, and variance analysis.
  • CAM or other relevant multifamily industry certification preferred.
Travel & Work Environment

This is a multi-site, traveling position that requires frequent travel between assigned residential communities. The Portfolio Operations Manager must be comfortable entering unfamiliar environments, working with different teams and leadership styles, and quickly assuming operational responsibility.

The position may require occasional evenings, weekends, holidays, or extended hours based on property needs, emergencies, resident concerns, transitions, or other business requirements.

Because assignments may change based on operational needs, the Portfolio Operations Manager must demonstrate flexibility, adaptability, and willingness to travel to assigned communities.

Physical Requirements

The employee may be required to:

  • Frequently travel between properties.
  • Walk throughout apartment communities and property grounds.
  • Inspect buildings, common areas, amenities, mechanical areas, and vacant units.
  • Stand and walk for extended periods.
  • Occasionally climb stairs and navigate uneven surfaces.
  • Lift and/or carry items as reasonably required to perform assigned duties.
  • Work in indoor and outdoor environments and varying weather conditions.
  • Performing other physical activities is reasonably necessary to fulfill the responsibilities of the position.
