The Property Manager is the operational and compliance owner of Mon Ami's Chicago public housing portfolio — 98 units held under HUD's Mixed-Finance Program and leased to the Chicago Housing Authority, spread across four Old Town developments and seven condominium associations. You will manage these assets the way an owner would, not the way a third-party manager would.
This is not a conventional multifamily role, and it is not a tax-credit role. These are ACC public housing units. Admissions run through CHA referrals and a joint selection committee. Rents, recertifications, and terminations are governed by the Annual Contributions Contract, the Regulatory and Operating Agreement, and CHA's Admissions and Occupancy Policy. Form 50058 is the record that matters.
This is a hands‑on, on‑the‑ground role, not a back‑office administrative one. You'll be in the units, in the files, and in the CHA relationship — walking properties, sitting on the selection committee, holding the recertification calendar, and building the reporting discipline that lets ownership and CHA trust the data without having to double‑check it.
Day‑to‑day operations of 98 scattered‑site public housing units including rent collection, work orders, vendor relationships, condominium association coordination, and financial reporting
Admissions from CHA referral through screening, credit and criminal background checks, home visit, and selection committee to executed CHA sublease — including HUD Form 50058 for each applicant
All annual and interim recertifications of income and family composition, with third‑party verification, EIV reconciliation, and audit‑ready tenant files
Tenant rent, total tenant payment, and utility allowance calculations, and the accuracy of the 50058 record for every household
Review of monthly aging reports and initiation of collection efforts; 14‑day notices, lease enforcement, and evictions coordinated with CHA and ownership
CHA's tenant grievance procedure, including informal settlement and hearing officer referral
Unit condition — joint move‑in and move‑out inspections, annual unit inspections, NSPIRE and REAC readiness, and 24‑hour emergency response
Preparation for and response to CHA desk audits, file reviews, and HUD monitoring, with findings tracked to closure
Annual operating, replacement reserve, and capital expenditure budgets for the portfolio
The monthly reporting package delivered to ownership and CHA by the 15th — delinquency list, statement of receipts and disbursements, accounts receivable and payable, and reconciled bank statements
Administration of the segregated reserve and security deposit accounts, including Illinois‑required deposit interest
Examination and analysis of property operating statements and budgets; evaluation of data and reporting to ensure accuracy
Supervision and development of the Property Management Coordinator
Lease renewals and lease enforcement following Public Housing rules and regulations
Reasonable accommodation process.
Prepare files for review using perfect file formats as required by CHA and purge files regularly to meet compliance requirements.
5+ years of residential property management experience with direct, hands‑on responsibility — not just oversight — including at least 3 years of federally assisted housing compliance
Real public housing experience: HUD Form 50058, PIC submissions, 24 CFR Part 5 income and rent calculation, and a housing authority's Admissions and Occupancy Policy; CHA preferred
The ability to build a tenant file that survives an audit — and hold your own when an auditor questions it
Working knowledge of Fair Housing, Section 504 and ADA reasonable accommodation, and Illinois landlord‑tenant and security deposit law
Financial literacy: you can build an operating budget, read a property P&L, and connect day‑to‑day decisions to portfolio performance
Yardi proficiency preferred
An operator mindset suited to a lean, entrepreneurial environment — comfortable without institutional layers of support and comfortable being held accountable for outcomes
Valid driver's license and reliable transportation; this portfolio is scattered‑site
Illinois Real Estate Leasing Agent License, or the ability to obtain one within 120 days of hire
Preferred: Certified Occupancy Specialist (COS), Public Housing Manager (PHM), or NAHRO / Nan McKay public housing certification; HUD Mixed-Finance experience (24 CFR Part 941, Subpart F); prior work directly with CHA asset management staff; public housing units inside a condominium regime; supervisory experience; bilingual English/Spanish.
Base salary compensation range is $65,000–$85,000, commensurate with experience and certification, plus eligibility for an annual performance incentive plan targeting 10-15% of base salary, based on portfolio performance across three areas: audit and compliance results, timely rent collection, and unit turnaround time.
Benefits include medical, dental, and vision coverage with premiums shared by Mon Ami and no waiting period — coverage begins the first of the month following hire — a 401(k) plan with a company match of up to 3.5% of eligible compensation and immediate vesting, 10 paid holidays, PTO starting at 15 days annually and increasing with tenure, and paid parental leave.
This role is based in Chicago, IL and works on‑site, with regular travel required across the Old Town portfolio.
