Qualifications

  • Proficiency with HUD Handbook regulations, including income eligibility and EIV/TRACS.
  • Experience with HUD Secure Systems (WASS, EIV, TRACS) and property management software (Yardi, AppFolio, RealPage).
  • Knowledge of Fair Housing Act, ADA, and Seattle landlord-tenant laws.

Responsibilities

  • Oversee tenant intake, move-ins/outs, screenings, and annual/interim recertifications via HUD EIV and SHA portals.
  • Manage daily operations: leases, rent collections, notices, and evictions when needed.
  • Prepare and transmit monthly HUD TRACS vouchers and SHA billing data.
  • Coordinate with Compliance Maintenance Technician on work orders and vendor contracts.
  • Prepare for and oversee routine inspections; ensure NSPIRE and HQS compliance for all units.
  • Liaise with Resident Service Coordinator team to support tenant wellbeing and stability.

About Us


We are a mission-driven, community-focused non-profit dedicated to providing stable, high-quality affordable housing in Seattle's historic Central District. We operate a 40-unit portfolio consisting of 34 units of HUD Section 8 housing for seniors and individuals with disabilities, alongside a 6-unit family apartment property supported by Seattle Housing Authority (SHA) Project-Based Vouchers.


Position Overview


We are seeking a highly skilled, certified individual to oversee day-to-day operations and technical file compliance. You will serve as the primary on-site lead, balancing tenant relations, rent and delinquency collections, and physical facility coordination with rigorous state and federal income recertifications. This role requires specialized knowledge of HUD housing for seniors 62+ and persons with disabilities, as well as SHA PBV housing practices. You will work closely with our Executive Director, service coordinators, and an outsourced Compliance team to protect our federal subsidies, manage property inspections, and adhere closely to the HUD Handbook.


Core Responsibilities


  • HUD & SHA File Compliance: Execute all tenant intake interviews, move-ins, move-outs, background screenings, and eligibility determinations. Process 100% of annual recertifications and interim recertifications (IR) using HUD EIV and SHA Collaborative Provider portals in compliance with HUD Handbook regulations.

  • Day-to-Day Operations & Revenue: Manage daily property operations, handle vacancies, execute legal leases, and enforce building rules. Oversee rent and delinquency collections, process gross rent changes, deliver legal notices, handle evictions when necessary, manage tenant ledgers using property management software, and resolve tenant disputes.

  • Subsidy & Voucher Billing: Prepare and transmit flawless monthly HUD TRACS voucher submissions and SHA billing data to ensure consistent agency cash flow.

  • Physical Facility Coordination: Partner with our Compliance Maintenance Technician to review work orders, plan unit turns, and manage local vendor contracts.

  • Property Inspections Preparation: Prepare for and oversee routine property inspections. Ensure all 34 senior/disabled units remain in continuous compliance with HUD's new NSPIRE safety protocols and that 6 family units meet SHA Housing Quality Standards (HQS) to prevent subsidy abatements.

  • Service Coordinator Collaboration: Act as the primary liaison to Resident Service Coordinator team. Alert them immediately to tenant wellness shifts, housekeeping lease violations, or financial hardships so social services can intervene to preserve housing stability for seniors 62+ and residents with disabilities.


Qualifications & Requirements


  • Experience: Minimum 3+ years of direct residential property management experience specifically within HUD Section 8, 202, or 811 programs and Seattle Housing Authority (SHA) Project-Based Voucher (PBV) programs.

  • Certifications: Must have a Certified Occupancy Specialist (COS), Certified Professional of Occupancy (CPO), or equivalent HUD credential. Completion of WSHFC Tax Credit Fundamentals training is highly preferred.

  • Regulatory Expertise: Demonstrated proficiency in the following:


    • HUD Compliance: Advanced knowledge of HUD Handbook 4350.3, including income eligibility, medical expense deductions for elderly/disabled households, and EIV/TRACS administration.

    • SHA Compliance: Direct experience managing SHA Project-Based Voucher (PBV) units, including file documentation (Personal Declarations, HUD Form 50058/581), and HAP voucher billing.

    • Inspection Standards: Must be proficient in preparing for and passing HUD NSPIRE physical inspections and SHA Housing Quality Standards (HQS) inspections.


  • Technical Systems: Proven hands-on proficiency with HUD Secure Systems (WASS, EIV, TRACS) and property management software (Yardi, AppFolio, or RealPage Affordable modules) as well as SHA tools and resources (WBARS).

  • Legal Knowledge: Strong working command of the Federal Fair Housing Act, Section 504 of the Rehabilitation Act, Americans with Disabilities Act (ADA), and the Seattle Landlord-Tenant/Fair Chance Employment Ordinances.

  • Community Mindset: Exceptional patience, communication, and empathy required to work successfully with low-income families, elderly tenants (62+), and individuals experiencing physical or psychiatric disabilities.
