Qualifications

• No less than three (3) years of residential property management experience.
• Experience with LIHTC and/or HUD Affordable Housing programs.
• Experience with HUD Housing Programs, including Section 8, Section 202, Section 811, HUD PRAC, PBV.
• Knowledge of applicable federal and state housing laws.
• Strong understanding of affordable housing compliance requirements and regulatory guidelines.
• Excellent communication, leadership, organizational, and customer service skills.
• Ability to manage multiple priorities and deadlines in a fast-paced environment.

Responsibilities

• Manage day-to-day property operations to high standards.

BG Staffing is seeking an experienced and dedicated Property Manager for a thriving affordable and supportive housing community in Chesapeake, VA 23320. We are specifically seeking professionals with strong experience in LIHTC (Low-Income Housing Tax Credit) and/or HUD Affordable Housing programs who understand the unique compliance requirements and operational demands of subsidized housing communities.

Our portfolio is heavily focused on affordable and supportive housing, including LIHTC, HUD PRAC, Section 811, Project-Based Voucher (PBV), Section 8, Section 202, and other subsidized housing programs. This position offers the opportunity to make a meaningful impact while ensuring residents receive quality housing and exceptional service.

Position Summary

The Property Manager will oversee all aspects of daily property operations, ensuring the community remains financially sound, operationally efficient, and fully compliant with all affordable housing regulations. The ideal candidate will possess a strong background in affordable housing management, resident relations, compliance oversight, and team leadership.

This role requires a hands‑on professional who can effectively balance property performance, regulatory compliance, tenant satisfaction, and community engagement.

Key Responsibilities

• Manage the day-to-day operations of the property and ensure the community is maintained to the highest standards.
• Ensure compliance with LIHTC, HUD, Section 8, Section 202, Section 811, PBV, PRAC, and other affordable housing programs.
• Monitor property occupancy levels and resident retention efforts.
• Oversee leasing activities, resident move‑ins, renewals, and move‑outs.
• Maintain accurate resident files and ensure compliance documentation is complete and audit‑ready.
• Coordinate certifications and recertifications in accordance with program guidelines.
• Prepare for agency audits, compliance reviews, inspections, and reporting requirements.
• Address resident concerns promptly and professionally while fostering positive resident relationships.
• Supervise vendors and maintenance operations to ensure timely completion of work orders and property upkeep.
• Monitor budgets, expenses, rent collections, and overall property financial performance.
• Collaborate with regional leadership and support teams to achieve operational goals.
• Ensure adherence to all applicable federal, state, and local housing regulations.

Required Qualifications

Must Have:

• No less than three (3) years of residential property management experience.
• Experience with LIHTC and/or HUD Affordable Housing programs.
• Experience with HUD Housing Programs, including but not limited to:
  • Section 8
  • Section 202
  • Section 811
  • HUD PRAC
  • PBV Programs
• Knowledge of applicable federal and state housing laws preferred.
• Strong understanding of affordable housing compliance requirements and regulatory guidelines.
• Excellent communication, leadership, organizational, and customer service skills.
• Ability to manage multiple priorities and deadlines in a fast‑paced environment.

Additional Requirements

• Valid Virginia Driver's License required.
• Must own or consistently have access to a reliable vehicle.
• Ability to successfully pass VSH insurance review.
• Professional demeanor and commitment to resident satisfaction.
