Job summary

The DC Office of Contracting and Procurement (OCP) is seeking a Specialist II in the Strategic Logistics Center to manage disposal and acquisition activities for District agencies. The role focuses on end-to-end property disposal, market analysis, and contract coordination.

You will develop disposal plans, review agency requests for compliance, and prepare final contract requirements. The position requires lifting up to 50 pounds and travel to sites, supporting emergency acquisitions as needed.

Qualifications

• Specialized experience equivalent to at least the next lower grade level (CS-11) in the normal line of progression for the occupation.
• No licenses or certifications required.

Responsibilities

• Develop the disposal plan for assigned agencies including cost benefit analyses, terms and conditions, and basic disposal or liquidation.
• Review requests from assigned agencies for completeness, accuracy, and compliance with District and agency policies.
• Determine disposal processes and prepare required justification.
• Gather, compile, and tabulate requests; evaluate quotes and compare to specifications.
• Research vendors, assess capabilities, and draft final contract requirements.
• Conduct market place analyses to construct pricing arrangements and policy considerations; prepare acquisition plans and schedules.
• Use assigned systems and tools (e.g. PASS) to input, track and report on work items.
