Job summary

Grand County is seeking a dedicated professional to perform property valuations for assessment purposes across residential, commercial, agricultural, and vacant lands. The role includes field inspections, data collection, and applying Colorado guidelines to determine accurate values.

The position involves preparing abatements and adjustments, responding to inquiries, and potentially presenting information before the County Board of Equalization.

Responsibilities

• Conducts appraisals of vacant, commercial, residential, and agricultural properties within Grand County.
• Visits, inspects, and measures property sites to ascertain the stage of development, taking detailed notes on quantity, quality, and composition of construction materials used.
• Records and/or draws property exteriors, improvements, and site boundaries, indicating area dimensions and calculating square footage.
• Photographs existing property improvements.
• Examines maps, legal descriptions, and building permits to determine and verify property locations and addresses.
• Compaires field data with existing real estate records and updates records and property appraisal cards to reflect additions, completions, and site changes.
• Values mobile homes/condominiums in compliance with the Division of Property Taxation Guidelines, and according to Colorado State Statutes.
• Validates and enters new values for splits/combines of real property.
• Conducts property valuation research, collecting and analyzing field, market, cost, and income data, contacts developers, municipal departments, and other individuals to gather information while assisting in the re-evaluation process.
• Conducts studies of current market data, time adjustments, sales ratios, sales verification, and depreciation.
• Prepares abatements, proration, and Treasurer's assessments, including research of prior values, purpose for the abatement or proration, and recommending approval or denial.
• Identifies and records value estimates and adjustments for properties affected by fire damage, demolition, and other structural or functional problems leading to depreciation and prorates the taxable value of incomplete or damaged property.
• Processes and reviews objections to assessment valuations from property owners; prepares cases defending the value of property; and may represent the Assessor's office as an expert witness before the County Board of Equalization, the State Board of Assessment Appeals, an arbitrator, and in District Court.
• Manages department database.
• Provides support for other staff.
• Responds to inquiries from the public concerning appraisals; explains and discusses applicable laws, codes, and procedures with property owners and/or their representatives; assists the public in completing appropriate forms; processes various appraisal forms and documentation.
• Performs other related job duties as assigned.
