Job summary

Lomakatsi Restoration Project in Oregon is seeking a Promotor/a Program Manager to lead the Promotor/a Program and supervise health workers and a coordinator. You will coordinate with OSU, agencies, and partners to advance sustainability and labor rights in forest work, writing grants and managing budgets.

The role requires 3+ years of program leadership, a relevant degree, and residency in the Rogue Valley or willingness to relocate.

Job Type: Full-time

Schedule: Monday to Friday, 8:00am-5:00pm, occasional evenings and weekends

Work Location: Jackson County or greater Rogue Valley, with frequent field site visits

Position Summary

The Promotor/a Program Manager (PPM) is responsible for managing all aspects of Lomakatsi’s Promotor/a Program and collaborating with affiliated organizations supporting the program. This includes supervising Promotor/as de Salud and the Forestry Business Development Coordinator position, coordinating projects and activities that align with the program’s strategic direction, setting and monitoring long-term goals, supervising program staff, and overseeing daily operations. The PPM is also responsible for developing budgets and operational plans and writing proposals and grant applications to secure program funding, maintaining records of program activities, evaluating the project, and preparing reports.

The PPM will coordinate closely with Oregon State University, agency, and community partners to further the program’s strategic goals, including:

  • Building solidarity and promoting sustainability within the forest and fire workforce.
  • Educating policy makers about forest worker issues.
  • Collaborating with agencies to strengthen labor law enforcement.
  • Working with partner organizations to drive systemic change on a larger scale across all industries.

The PPM works independently within Lomakatsi’s organizational framework, with the Executive Director, Forestry Business Development Coordinator, and Promotor/as de Salud, to achieve program goals as well as Lomakatsi’s overall mission.

Note: This position is funded by an obligated 2-year federal grant and will be responsible for securing future funding for the program.

Core Duties and Responsibilities

Leadership & Staff Supervision

  • Supervise Promotore(as) de salud and other program staff to provide forest worker training and community engagement.
  • Supervise Forestry Business Development Coordinator to provide small businesses with training, tools and resources needed to operate forestry businesses.
  • Provide daily and weekly work plans for employees.
  • Provide coaching, performance oversight, and professional development for program staff.
  • Model and reinforce a respectful, inclusive, and culturally grounded work environment.
  • Provide overall leadership and direction for Lomakatsi’s Promotor/a Program.
  • Set, monitor, and evaluate short- and long-term program goals.
  • Ensure program activities address systemic environmental and social justice issues affecting forest workers.
  • Guide program growth and continuous improvement based on community and workforce needs.
  • Develop and manage program budgets and operational plans.
  • Write grant applications, proposals, and funding reports to secure and sustain program funding.
  • Track expenditures to ensure compliance with grant and organizational requirements.
  • Coordinate closely with Oregon State University (OSU) and grant-funded partners.
  • Maintain active relationships with partner agencies, affiliated organizations, and community stakeholders.
  • Represent the program in internal and external meetings and collaborations.

Education, Training & Advocacy

  • Support education initiatives focused on worker rights, workplace safety, and improved working conditions.
  • Promote leadership development and business skills within the forestry workforce.
  • Advocate for forestry workers by addressing root causes of unsafe or unjust labor and environmental practices.
  • Plan and participate in Promotor/a events and trainings.

Monitoring, Evaluation & Reporting

  • Maintain accurate records of program activities and outcomes.
  • Monitor program performance and evaluate effectiveness.
  • Prepare internal reports and external funder reports.
  • Use evaluation findings to inform program decisions and improvements.

Compliance & Organizational Alignment

  • Ensure alignment with Lomakatsi’s mission, values, and senior leadership priorities.
  • Support compliance with contractual, grant, safety, and reporting requirements.

Other duties as assigned

Required Qualifications

  • Bachelor’s degree in public administration, nonprofit management, education, public health, business, natural resources, social sciences, or a related field; or an equivalent combination of education and professional experience.
  • 3+ years experience managing community-based programs, workforce development initiatives, public health programs, or related efforts.
  • Experience supervising staff, contractors, or volunteers.
  • Experience managing program budgets and/or grant-funded projects.
  • Proficiency with MS Office, email, and virtual collaboration tools.
  • Strong written and verbal communication skills in English.
  • Ability to work independently and manage time effectively.
  • Willingness to work occasional evenings and weekends.
  • Residency in Jackson County or the greater Rogue Valley, or be willing to relocate to the Rogue Valley within three months of hire.
  • Valid driver’s license and ability to travel within southern Oregon.

Preferred Qualifications

  • Bilingual proficiency in Spanish.
  • Demonstrated experience writing grants, reports, or other funding proposals.
  • Project management certification (such as PMP) or demonstrated experience managing multiple priorities simultaneously.
  • Experience conducting program evaluation and using data to improve programs.
  • Experience with community-based participatory approaches or Promotor/a de Salud, Community Health Worker, or peer educator models.
  • Lived experience within Latine or Hispanic communities.
  • Familiarity with forestry, agriculture, or fire management in the western U.S.
  • Familiarity with labor rights and workplace protections (e.g., OSHA, wage and hour laws, immigrant worker rights).
