Qualifications

  • Bachelor’s degree with 5 years managing construction projects or service contracts.
  • Associate’s degree with 9 years managing construction projects or service contracts.
  • High School Diploma with 13 years managing construction projects or service contracts.
  • Must be at least 18 years old; U.S. citizenship is required in most cases.

Responsibilities

Job description

Overview

Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP), is currently seeking a qualified individual to serve as a Project Subcontractor Technical Representative – Maintenance Subcontracts and join our team located in Carlsbad, New Mexico.

Responsibilities

The purpose of this position is to oversee and direct the performance of all field construction activities for assigned projects. This role performs duties as assigned, may support one or more contracts, executes awarded contracts by enforcing the terms and conditions of those contracts, performs subcontract closeout duties and assists in the award of subcontract documents, and is typically responsible for up to fifteen (15) complex and/or noncomplex subcontracts. The position requires the ability to schedule, coordinate, and manage contractors/subcontractors, strong communication skills, proven ability to form and lead teams of diverse technical backgrounds to conduct assessments and clearly document results, and a self‑starter attitude.

  • Coordinate technical scopes of work including interface with all project disciplines (project controls, project management, construction, engineering, finance/accounting, and subcontractors)
  • Execute field maintenance/construction activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements, and safety standards
  • Control project schedule and cost through the efficient use of all construction resources including workforce, materials, tools, and equipment
  • Perform subcontract management through evaluating the status of subcontractors’ productivity, schedule adherence, subcontract change management and invoicing
  • Perform closeout of subcontracts, finalize outstanding subcontract issues, assist in issuing final modifications, invoices and coordinate completion of subcontractor performance evaluations
  • Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed
  • Other duties as assigned
Minimum Requirements
  • Bachelor’s degree in construction management or business administration with five (5) years of experience managing/supervising construction projects, service contracts, and/or maintenance/repair activities
  • Associate’s degree in construction management or business administration with nine (9) years of experience managing/supervising construction projects, service contracts, and/or maintenance/repair activities
  • High School Diploma or Equivalency with thirteen (13) years of experience managing/supervising construction projects, service contracts, and/or maintenance/repair activities

Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

Preferred Requirements
  • Ten (10) years in a construction, maintenance, or project management field
  • Previous experience working at a nuclear and/or DOE facility
  • OSHA 30, applicable safety certificates and/or other industry‑specific training
  • Previous WIPP project experience is a plus
  • Experience in subcontract management, subcontract administration, and/or procurement experience supporting engineering and construction projects
  • Experience with administering the RFP process for subcontractors on maintenance and industrial construction projects
  • Experience in conducting commercial evaluations, including the Q&A and clarifications process with bidders
  • Good organizational skills
  • Ability to multi‑task and prioritize to achieve project goals
