Job summary

Human Potential Consultants is seeking a Project / Quality Assurance Manager to lead contract performance across multiple locations and protect HPC's interests in a hybrid Dallas, TX setting. You will identify risks, coordinate staffing, and ensure customer expectations are consistently exceeded.

This role requires overseeing QA plans, conducting inspections, and guiding subcontractors, with an emphasis on OSHA safety and professional service.

Qualifications

• 3+ years managing government service contracts at federal, state, or local levels.
• Experience supervising multi-site operations and field personnel.
• Ability to obtain and maintain government background investigations or security clearances.

Responsibilities

• Serve as the primary point of contact with the Government Contracting Officer's Representative (COR).
• Oversee day-to-day contract performance across all locations.
• Ensure compliance with contract requirements, PWS, QASP, and applicable federal regulations.
• Conduct scheduled and unannounced quality inspections; review inspection reports and service documentation.
• Investigate and resolve customer concerns promptly and professionally.
• Coordinate staffing, onboarding, and contingency coverage to prevent disruptions.
• Prepare monthly performance reports and contract deliverables on time.
• Manage subcontractor performance and compliance.
• Support contract modifications, option year renewals, and transition planning.
• Conduct employee coaching and performance evaluations.
• Lead monthly operational reviews and identify improvement opportunities.
• Support mobilization of new contracts and transition of incumbent work.
• Promote OSHA compliance, workplace safety, and professional customer service.

Role Overview

The Project / Quality Assurance Manager serves as both an operational leader and a trusted advisor to our government clients. In this role, you will proactively identify risks, recommend solutions, and ensure contract performance consistently exceeds customer expectations — while protecting HPC's contractual and compliance interests across all assigned locations.

This is a hybrid role based in the Dallas, TX area, with travel to federal contract sites of 25–50% depending on contract locations.

Core Responsibilities

• Serve as the primary point of contact with the Government Contracting Officer's Representative (COR) or designated representative
• Oversee day-to-day contract performance across all assigned locations
• Ensure compliance with contract requirements, Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and applicable federal regulations
• Conduct scheduled and unannounced quality inspections; review and approve inspection reports, photographs, inventories, and service documentation
• Investigate and resolve customer concerns promptly and professionally
• Coordinate staffing, onboarding, and contingency coverage to prevent service disruptions
• Prepare monthly performance reports and contract deliverables accurately and on time
• Manage subcontractor performance and compliance
• Support contract modifications, option year renewals, and transition planning
• Conduct employee coaching and performance evaluations
• Lead monthly operational reviews and identify continuous improvement opportunities
• Support mobilization of new contracts and transition of incumbent work
• Promote OSHA compliance, workplace safety, and professional customer service across all sites

HPC-Specific Expectations

• Act as the Contract Manager's representative for daily operations
• Maintain regular communication with Government CORs and client stakeholders
• Implement HPC's Quality Assurance Program and standard operating procedures
• Monitor staffing levels and maintain contingency plans to prevent service disruptions
• Support mobilization of new contracts and transition of incumbent work

What You'll Bring

Required

• 3+ years of experience managing federal, state, or local government service contracts
• Experience supervising multi-site operations and field personnel
• Demonstrated experience implementing Quality Control Plans (QCPs) and monitoring contract compliance
• Ability to obtain and maintain required government background investigations or security clearances
