Project Manager – QA & Risk of Workforce Programs

Apply for the Project Manager – QA & Risk of Workforce Programs position at Houston‑Galveston Area Council, one of the largest regional planning commissions serving 13 counties and over 7 million people. This role supports the organization’s risk management and quality assurance activities for workforce programs and operations.

Base pay range: $80,000.00/yr – $108,600.00/yr. Your actual pay will be based on your skills and experience.

Key Responsibilities
  • Perform continuous risk assessments and maintain the risk inventory and matrix through coordination with internal staff and service providers.
  • Support program staff and leadership in identifying and documenting risks related to workforce operations; prepare summaries, draft reports, and risk mitigation strategies.
  • Maintain or update risk and compliance documentation, policies, and procedures; recommend updates, track regulatory and policy changes, and summarize key updates for senior management.
  • Conduct project‑based and risk‑based quality assurance or monitoring of workforce programs and subrecipients; document findings, prepare reports, and work with staff and subrecipients to address deficiencies.
  • Oversee career office leases, including procurement of new leases, renewals and amendments, review providers’ contracts, and lead the Lease Task Force/Committee to recommend actions aligned with the Strategic Plan.
  • Directly supervise2 to 3 QA staff who support your functions and responsibilities.
  • Perform other duties related to workforce program compliance, monitoring, quality assurance, and risk reporting as assigned.
Key Qualifications
  • Highly effective communication and interpersonal skills; ability to lead cross‑functional teams and manage projects.
  • Strong analytical skills with attention to detail; exceptional time management and ability to track progress and maintain consistent follow‑ups.
  • Experience with COSO Enterprise Risk Management and the “Green Book” frameworks.
  • In‑depth knowledge of workforce program operations, leases and procurement, grant administration, compliance monitoring, and federal and state regulations governing workforce programs, including Texas Workforce Commission requirements.
Do you have…
  • Bachelor’s degree in an applicable academic discipline or related field of study.
  • 5 years of experience working with local government, nonprofit programs, schools, or related job‑related duties.
Preferred Qualifications
  • Bachelor’s degree in public administration, business, accounting, or related field.
  • 5+ years of experience building risk inventory and matrix, compliance monitoring, subrecipient oversight, or auditing.
  • Proficiency in Microsoft Excel and reporting tools for risk and monitoring analysis.
  • Professional certifications (CPA, CIA, PMP) desirable but not required.
