Job summary

Human Potential Consultants (HPC) seeks a Project/Quality Assurance Manager to lead government contracts with a strong PM/QA focus. You will act as the Contract Manager’s representative and oversee performance across multiple locations, aligning compliance with PWS, QASP, and federal regulations.

The role is hybrid, based in the Dallas, TX area, with 25–50% travel to federal contract sites. Strong leadership and risk management skills are essential to drive measurable results.

Qualifications

• 3+ years of experience managing government service contracts (federal/state/local)
• Experience supervising multi-site operations and field personnel
• Proven ability to implement quality control plans and monitor contract compliance
• Ability to obtain and maintain required government background investigations or security clearances
• Valid driver’s license and reliable personal transportation
• Willingness to travel 25–50% depending on contract locations

Responsibilities

• Serve as the primary point of contact with Government CORs or designated representatives
• Oversee day-to-day contract performance across all assigned locations
• Ensure compliance with contract requirements, PWS, QASP, and applicable federal regulations
• Conduct scheduled and unannounced quality inspections; review inspection reports and service documentation
• Investigate and resolve customer concerns promptly and professionally
• Coordinate staffing, onboarding, and contingency coverage to prevent disruptions
• Prepare monthly performance reports and contract deliverables on time
• Manage subcontractor performance and compliance
• Support contract modifications, option year renewals, and transition planning
• Conduct employee coaching and performance evaluations
• Lead monthly operational reviews and identify improvement opportunities
• Support mobilization of new contracts and transition of incumbent work
• Promote OSHA compliance, workplace safety, and professional customer service across sites
• Act as Contract Manager’s representative for daily operations
• Maintain regular communication with Government CORs and client stakeholders
• Implement HPC’s Quality Assurance Program and SOPs
• Monitor staffing and contingency plans to prevent service disruptions

Project/Quality Assurance Manager (Hybrid)

Human Potential Consultants (HPC) is hiring a Project/Quality Assurance Manager to serve as both an operational leader and a trusted advisor to our government clients. In this role, the Project/Quality Assurance Manager will proactively identify risks, recommend solutions, and ensure contract performance consistently exceeds customer expectations while protecting HPC’s contractual and compliance interests across all assigned locations.

This is a hybrid role based in the Dallas, TX area, with travel to federal contract sites of 25–50% depending on contract locations.

Core Responsibilities

• Serve as the primary point of contact with the Government Contracting Officer’s Representative (COR) or designated representative
• Oversee day-to-day contract performance across all assigned locations
• Ensure compliance with contract requirements, Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and applicable federal regulations
• Conduct scheduled and unannounced quality inspections; review and approve inspection reports, photographs, inventories, and service documentation
• Investigate and resolve customer concerns promptly and professionally
• Coordinate staffing, onboarding, and contingency coverage to prevent service disruptions
• Prepare monthly performance reports and contract deliverables accurately and on time
• Manage subcontractor performance and compliance
• Support contract modifications, option year renewals, and transition planning
• Conduct employee coaching and performance evaluations
• Lead monthly operational reviews and identify continuous improvement opportunities
• Support mobilization of new contracts and transition of incumbent work
• Promote OSHA compliance, workplace safety, and professional customer service across all sites

HPC-Specific Expectations

In addition to standard PM/QA responsibilities, HPC team members in this role are expected to:

• Act as the Contract Manager’s representative for daily operations
• Maintain regular communication with Government CORs and client stakeholders
• Implement HPC’s Quality Assurance Program and standard operating procedures
• Monitor staffing levels and maintain contingency plans to prevent service disruptions
• Support mobilization of new contracts and transition of incumbent work

Qualifications

Required

• 3+ years of experience managing federal, state, or local government service contracts

• Demonstrated experience implementing Quality Control Plans (QCPs) and monitoring contract compliance
• Ability to obtain and maintain required government background investigations or security clearances
