Job Description:

The Project Procurement Manager oversees all procurement functions on a large Rail and Transit project, including purchasing, expediting, supplier data control, supplier quality, and traffic.

Program background

The Gateway Program is the most urgent infrastructure project in the country, involving rail investments to improve commuter and intercity services, add resilience, and create new capacity between Newark, New Jersey, and New York City. The first phase includes the Hudson Tunnel Project, which involves constructing a new tunnel under the Hudson River and rehabilitating the existing North River Tunnel. The Gateway Development Commission manages the financing and development of this project.

As a tri-venture partner with Parsons, Arcadis, and Mace, MPA provides advice, leadership, and support to GDC for the HTP development and implementation, under a 15-year master service contract covering strategic advisory, project management, design, construction, stakeholder coordination, federal compliance, operations support, and related services.

What You'll Be Doing:

  • Identify and pre-qualify suppliers and subcontractors meeting project requirements.
  • Conduct background checks and evaluate suppliers based on cost, quality, reliability, and compliance.
  • Lead the preparation, issuance, and tracking of purchase orders for materials, equipment, and services.
  • Coordinate with the procurement team to ensure timely delivery of orders.
  • Maintain procurement records, including contracts and amendments.
  • Ensure documentation complies with project and regulatory standards.
  • Act as a point of contact for suppliers regarding orders and issues.
  • Resolve logistical and scheduling conflicts.
  • Assist with budget tracking to ensure procurement aligns with project budgets.
  • Perform other related responsibilities as needed.

Required Skills:

  • Bachelor's Degree in Business Administration or related field, with 10-12+ years of relevant experience.
  • Experience in OPEX/Professional Services and leading procurement services.
  • Experience in planning, scope drafting, and creating price schedules.
  • Solicitation of RFPs/Bids and negotiating service contracts (State or Federal).
  • Experience in awarding service agreements and contract management.
  • Government experience at State, City, or Federal levels.
  • Detail-oriented with proficiency in Microsoft Office.
