The North Carolina Department of Health and Human Services (DHHS) is seeking a seasoned and strategic Project Portfolio Manager (PPM) to provide expert leadership and oversight of the IT project portfolio within the Medicaid program. This position plays a critical role in driving technology initiatives that support essential health services for millions of North Carolinians. The PPM will ensure that project execution aligns with enterprise priorities, budgetary goals, and compliance standards.
The successful candidate will be responsible for leading a coordinated approach to project governance, planning, and delivery within a large, multifaceted IT environment. This includes the direct supervision of program and project managers, managing project pipelines, communicating status to executive leadership, and maintaining alignment between DHHS business objectives and IT capabilities. This is a high-impact leadership position that requires a strong background in IT portfolio management, project execution frameworks such as Agile, and experience working across diverse stakeholder groups.
Key Duties Include
- Directing project/program managers for assigned IT projects.
- Managing complex IT projects within the Medicaid portfolio.
- Leading strategic planning, forecasting, and project prioritization.
- Allocating resources and overseeing budgeting for assigned portfolio.
- Coordinating with project sponsors, SMEs, and technical leads.
- Ensuring compliance with DHHS and statewide project management standards.
- Leading project monitoring, quality assurance, and performance tracking.
- Communicating status and progress to DHHS and IT leadership.
- Supporting Agile and Lean-Agile practices across the portfolio.
- Representing DHHS IT projects in discussions with state-level IT oversight bodies.

The ITD division comprises six sections: Implementation and Operations, Strategy and Workforce, Enterprise Technology, Vendor and Finance, Data and Analytics, and Cyber and Privacy. Team ITD offers the following services but not limited to implementations, operations, project/portfolio management, infrastructure, consulting, business division liaison, digital transformation, IT strategy, enterprise technology, IT contract and vendor management, and data office services.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
- Proven experience in portfolio/ project management and leadership of IT projects/portfolios.
- Demonstrated experience with data visualization.
- Experience leading or managing projects involving cloud technologies.
Management Preferences
- A Project Management Professional (PMP) certification, Certified Scrum Master (CSM), SAFe certification, or Agile product management experience.
- Prior experience with platform services implementation, such as Salesforce, ServiceNow, or Microsoft Dynamics.
- Background in Medicaid or Managed Care business processes.

Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment
