Job summary

Responsibilities

  • Monitor team performance, workload, schedules, and completion of contract activities.
  • Ensure contract personnel perform work per task orders, Government policies, and performance expectations.
  • Track deliverables, milestones, risks, and other program requirements.
  • Identify risks and coordinate corrective actions across teams.
  • Facilitate communication across Blue Rose teams and Government stakeholders.
  • Support status meetings, program reviews, and contract-management activities.
  • Maintain documentation related to performance, staffing, and contract activities.
  • Ensure compliance with SPII and official Government records handling.

About the Role

Location: Washington, DC - U.S. Coast Guard Headquarters, Douglas A. Munro Headquarters Building
Schedule: Full-time | Hybrid | Minimum 3 days/week onsite, up to 2 days/week telework with COR approval | Core hours 8:00 AM-4:30 PM ET, Monday-Friday

Blue Rose Consulting Group is seeking an experienced Project Manager to lead our team supporting the U.S. Coast Guard (USCG) Civilian Human Resources Office in Washington, DC.

This position is contingent upon Blue Rose Consulting Group's award of the contract and is subject to final contract requirements and customer approval.

The Project Manager will provide day-to-day leadership, coordination, and oversight of Blue Rose personnel delivering federal human resources support services to the USCG. This role will serve as a primary point of coordination between Blue Rose, our employees, and Government stakeholders while helping ensure contract requirements, deliverables, schedules, staffing needs, and performance expectations are successfully managed.

The Project Manager will oversee a multidisciplinary HR support team providing services across federal staffing and recruitment, position classification, retirement and benefits, and HR administrative support.

This position requires the ability to work effectively in a federal environment and manage a team responsible for handling Sensitive Personally Identifiable Information (SPII) and official federal personnel records.

What You’ll Do
  • Provide day-to-day leadership and oversight of Blue Rose personnel supporting the USCG Civilian Human Resources Office.
  • Serve as a primary point of contact between Blue Rose leadership, contract personnel, and designated Government stakeholders.
  • Coordinate staffing, onboarding, employee transitions, and workforce coverage to maintain continuity of contract operations.
  • Monitor team performance, workload, schedules, and completion of assigned contract activities.
  • Help ensure contract personnel perform work in accordance with applicable task order requirements, Government policies, procedures, and established performance expectations.
  • Track contract deliverables, milestones, action items, risks, and other program requirements.
  • Identify potential performance, staffing, schedule, or operational risks and coordinate appropriate corrective actions.
  • Facilitate communication across Blue Rose functional teams and Government stakeholders to resolve issues efficiently.
  • Support recurring status meetings, program reviews, reporting requirements, and other contract-management activities.
  • Maintain appropriate documentation related to program performance, staffing, deliverables, and contract activities.
  • Ensure employees understand and comply with requirements for protecting Sensitive Personally Identifiable Information (SPII) and official Government records.
  • Reinforce requirements regarding the appropriate use of Government-Furnished Equipment (GFE), Government-secured networks, and federal information systems.
  • Support quality-control activities and continuous improvement efforts across the contract.
  • Foster a collaborative, responsive, and mission-focused team environment aligned with Blue Rose values and customer expectations.

Minimum Qualifications
  • Demonstrated experience managing federal contracts, task orders, programs, or projects involving professional services personnel.
  • Experience supervising or coordinating multidisciplinary teams and managing competing priorities, deadlines, and customer requirements.
  • Working knowledge of federal contract operations, including staffing, deliverables, performance monitoring, risk management, and customer communication.
  • Strong organizational and project-management skills with the ability to independently manage multiple workstreams.
  • Demonstrated ability to build productive working relationships with Government customers, employees, corporate leadership, and other stakeholders.
  • Strong written and verbal communication skills, including experience preparing status reports, leading meetings, documenting action items, and communicating program risks.
  • Ability to identify operational issues and develop practical, timely solutions.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and other standard business and project-management tools.
  • Ability to handle sensitive personnel and contract information professionally and appropriately.
  • Ability to work onsite at U.S. Coast Guard Headquarters in Washington, DC in accordance with the required hybrid schedule.
  • Ability to satisfy applicable Government suitability, background investigation, credentialing, and system-access requirements.
Preferred Qualifications
  • Previous experience managing a federal civilian human resources support contract.
  • Experience supporting the Department of Homeland Security (DHS), U.S. Coast Guard, or another federal agency.
  • Familiarity with federal civilian HR operations, including staffing and recruitment, position classification, retirement/benefits, and personnel processing.
  • Experience managing teams that work with federal HR systems and Sensitive Personally Identifiable Information.
  • Experience managing contract deliverables, quality-control processes, staffing plans, and performance metrics.
  • Project Management Professional (PMP) certification or other recognized project/program management credential.
  • Experience working within a hybrid federal Government environment.
