Job summary

Blue Rose Consulting Group, Inc. in Washington, DC is seeking an experienced Classification Specialist to support the U.S. Coast Guard Civilian Human Resources Office. This role involves drafting and editing position descriptions, conducting job evaluations, and preparing evaluation statements per OPM standards.

The position requires a Tier 1 background investigation and a Public Trust determination, with a hybrid schedule of three days onsite and up to two days telework, under COR approval.

Qualifications

  • Minimum of six (6) years of experience performing comparable federal classification support services.
  • In-depth knowledge of position-description development and position classification for federal Government employees.
  • Working familiarity with OPM Classification Standards and the Factor Evaluation System (FES).
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Strong written and verbal communication skills, including the ability to draft precedent-setting evaluation statements.
  • Ability to interpret Government policies, regulations, and directives and accurately and legally apply those interpretations to classification actions.

Responsibilities

  • Tentatively classify position descriptions and associated evaluation statements in accordance with OPM Classification Standards.
  • Apply classification guidance including General Schedule Supervisory, Team Leader, Wage Supervisor, and Wage Leader guides.
  • Compare position descriptions with similar PDs and applicable classification standards to promote consistency in compensation levels.
  • Prepare evaluation statements for positions involving precedent-setting classification decisions.
  • Assist USCG with job evaluations using OPM’s Factor Evaluation System (FES) and applicable DHS and USCG policies, directives, and procedures.
  • Upload classification documents, data, and text into the USCG position classification system.
  • Submit modified draft and new position descriptions electronically to SMEs, Command Staff Advisors, and organizational modification effort managers for review and approval.
  • Edit existing position descriptions, incorporate new language, and prepare workforce profiles as needed.

About the Role

Location: Washington, DC – USCG Headquarters, Douglas A. Munro Headquarters Building
Schedule: Full-time | Hybrid | Minimum 3 days/week onsite, up to 2 days/week telework with COR approval | Core hours 8:00 AM–4:30 PM ET, Monday–Friday

Blue Rose Consulting Group is seeking an experienced Classification Specialist to support the U.S. Coast Guard Civilian Human Resources Office in Washington, DC.

This position is contingent upon Blue Rose Consulting Group’s award of the contract and is subject to final contract requirements and customer approval.

The Classification Specialist will provide a full range of technical and administrative human resources management services related to federal position classification. This includes drafting and editing position descriptions, conducting job evaluations, and preparing evaluation statements in accordance with OPM classification standards.

This position requires a Tier 1 (T1) background investigation for a Public Trust determination and a Common Access Card (CAC) prior to system access. The position is unclassified and does not require a Secret or higher clearance.

What You’ll Do

Tentatively classify position descriptions and associated evaluation statements in accordance with OPM Classification Standards.

Apply classification guidance including General Schedule Supervisory, Team Leader, Wage Supervisor, and Wage Leader guides.

Compare position descriptions with similar PDs and applicable classification standards to promote consistency in compensation levels.

Prepare evaluation statements for positions involving precedent-setting classification decisions.

Preferred Qualifications

Previous experience providing federal civilian position classification services.

Experience applying OPM classification standards across General Schedule and Federal Wage System positions.

Experience developing or evaluating federal position descriptions and evaluation statements.

Familiarity with DHS and/or U.S. Coast Guard classification policies and procedures.
