Job summary

Dynamic Systems Technology, Inc. (DysTech) seeks an experienced Project Manager to lead a Coast Guard FOIA/Privacy Act program, delivering on-time, compliant results for government stakeholders in Washington, DC. You will manage personnel, deliverables, and day-to-day operations.

The role requires strong leadership, communication, and the ability to coordinate cross-functional teams across federal contract management; remote work is possible with on-site requirements as needed.

Qualifications

  • Bachelor's degree in Business, Management, or a related field.
  • 3+ years of program or project management experience.
  • 2+ years supporting federal programs (BI, admin, FOIA/Privacy).
  • Experience managing personnel, customer relationships, contract performance, and deliverables.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational and leadership skills with multiple priorities.
  • Proficiency with MS Office (Word/Excel/Outlook/PowerPoint).
  • Ability to obtain government background credentials.

Responsibilities

  • Ensure personnel comply with government policies, security requirements, and SOPs.
  • Foster strong working relationships with Government stakeholders and support contract execution.

About the PositionDynamic Systems Technology, Inc. (DysTech) is seeking an experienced Project Manager to support the U.S. Coast Guard Office of Privacy Management. In this role, you will provide overall program leadership for a team supporting Freedom of Information Act (FOIA) and Privacy Act operations, ensuring contract performance, quality, compliance, and customer satisfaction. The Project Manager serves as the primary interface with Government leadership and is responsible for managing personnel, contract deliverables, and day-to-day program execution.

Key Responsibilities

Tasks include but are not limited to:

  • Provide overall leadership and management of contract personnel and day-to-day program operations.
  • Serve as the primary point of contact for the Contracting Officer and Contracting Officer's Representative (COR).
  • Monitor contract performance, workload distribution, quality, schedules, and compliance with contract requirements.
  • Prepare and submit required progress reports, project plans, and other contract deliverables.
  • Lead project planning, execution, risk management, and continuous process improvement efforts.
  • Coordinate staffing, onboarding, employee performance, and personnel matters throughout the contract.
  • Identify and resolve operational issues while maintaining a high level of customer service and mission support.
  • Ensure contractor personnel comply with all applicable Government policies, security requirements, and standard operating procedures.
  • Foster strong working relationships with Government stakeholders and support successful contract execution.
Required Qualifications
  • Bachelor's degree in Business, Management, or a related field.
  • Minimum of three (3) years of program or project management experience.
  • Minimum of two (2) years of experience supporting business intelligence, administrative operations, records management, FOIA, Privacy, or similar Federal programs.
  • Experience managing personnel, customer relationships, contract performance, and program deliverables.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational and leadership skills with the ability to manage multiple priorities simultaneously.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
  • Ability to obtain and maintain any required Government background investigation or credentials.
Preferred Qualifications
  • Experience supporting the U.S. Coast Guard, Department of Homeland Security, or other Federal agencies.
  • Knowledge of FOIA and Privacy Act programs and processes.
  • Experience leading hybrid or remote teams.
  • Project Management Professional (PMP) certification or similar project management credential.

Work LocationThis position primarily supports the U.S. Coast Guard Headquarters in Washington, DC. The Project Manager may work remotely as authorized by the Government but must be available to attend in-person meetings and support on-site requirements when requested.
