Responsibilities

  • Lead and oversee the contractor team to meet schedule, budget, and contractual requirements.
  • Serve as primary contact for Government Program Managers and stakeholders.
  • Develop project plans, backlogs, and release schedules using Agile/Scrum.
  • Coordinate with Government PMs on roadmaps and program vision.
  • Manage responses to security patches and vulnerability notices.
  • Support Security and Privacy Assessment & Authorization activities.
  • Prepare monthly status reports and program reviews.
  • Identify risks and develop mitigation strategies.
  • Oversee budgeting, forecasting, and burn rate for the program.

Job Type: Full-time | Government Contract (Base Year + 4 Option Years)

Position Overview

We are seeking an experienced Project Manager to lead and oversee all aspects of the USAidam (Identity and Access Management) program in support of the Executive Office for United States Attorneys (EOUSA). This role serves as the primary interface between the contractor team and Government Program & Project Managers, ensuring successful execution of identity governance, authentication, privileged access management, and secure file exchange initiatives. The ideal candidate is a certified project management professional with a strong background in Agile methodologies, cybersecurity, and federal IT contract execution. This is a non-personal services contract position reporting directly to the Prime Contractor while receiving work direction from Government stakeholders.

Key Responsibilities
  • Lead and oversee the contractor team, ensuring all tasks are completed on schedule, within budget, and in compliance with contractual requirements
  • Serve as the primary point of contact for Government Program Managers, Contracting Officer's Representatives, and other stakeholders
  • Develop and maintain project plans, product backlogs, and release schedules using Agile/Scrum methodologies
  • Coordinate with Government PMs on strategic decisions, roadmaps, and program vision
  • Manage responses to security patches, hotfix activities, and Vulnerability Patch Requirement notices
  • Facilitate coordination with other Cybersecurity Services teams to support Security and Privacy Assessment & Authorization activities
  • Prepare and deliver monthly status reports, quarterly program management reviews, and ad-hoc performance reporting
  • Identify program risks and develop mitigation strategies
  • Oversee budgeting, financial forecasting, and burn rate tracking for the program
  • Ensure all deliverables meet quality standards and are submitted on time
Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or related field (or equivalent experience)
  • Minimum five years of progressive project management experience in IT, cybersecurity, or identity and access management
  • Demonstrated experience managing projects of similar size, scope, and complexity within the Federal Government
  • Strong understanding of Agile/Scrum principles and DevSecOps practices
  • Experience with identity governance platforms (SailPoint, Okta) and privileged access management solutions
  • U.S. Citizenship required; ability to obtain and maintain a Common Access Card and Public Trust clearance
  • Excellent communication, leadership, and stakeholder management skills
  • Ability to work independently and exercise sound judgment in a fast-paced environment
Preferred Qualifications
  • Project Management Professional (PMP) certification
  • Experience supporting Department of Justice or other Federal law enforcement agencies
  • Knowledge of NIST Risk Management Framework and FISMA compliance
  • Experience with cloud and hybrid computing environments (AWS, FedRAMP)
Schedule & Work Conditions
  • Core operating hours: 9:00 AM to 3:30 PM Eastern Time, Monday through Friday
  • Primary place of performance: EOUSA Headquarters, 3CON Building, 175 N Street NE, Washington, DC
  • Remote work may be authorized on a case-by-case basis
  • Federal holidays observed
