Job summary

Qualifications

• Bachelor's degree in related field and two (2) years’ related work experience in construction or related industry; five (5) years may substitute for the formal education.
• Ability to understand and interpret construction plans, as-builts, and stormwater and drainage designs.
• Knowledge of applicable local, state, and federal regulations within subject area.
• Ability to obtain any position-specific certifications.
• Understanding of the city’s permitting process, especially for stormwater and drainage projects.
• Ability to communicate effectively and professionally, both orally and in writing, on technical matters with inspectors, peers, contractors, and the public.
• Experience managing and/or working with union-represented staff preferred.

Responsibilities

• Assist the Program Manager: Stormwater in oversight of permit review staff and field inspectors.
• Provide training, guidance, direction, and direct supervision to ensure proper code and policy enforcement.
• Assign staff and monitor productivity while identifying and implementing process improvements.
• Work with consultants and staff to ensure timely and compliant permits and inspections.
• Interact with residents, contractors, developers, and other agencies regarding permitting or field inquiries.
• Develop, maintain and track permitting and inspection data for regular and annual reporting.
• Perform field inspections to assess inspection quality and compliance.
• Review violation cases for accuracy and assist with legal case file preparation.
• Investigate employee accidents or injuries and prepare associated reports.
• Improve operations, decrease turnaround times, streamline processes, and provide quality customer service.
• Ensure staff follow safety procedures; provide expert witness testimony as needed.
• Supervise AFSME Union and non-union staff; adhere to HR City-County Handbook and AFSME contract.

The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County.

Job Summary

Position is responsible for performing supervisory duties for employees and processes related to permitting, inspections, and enforcement operations and ensuring compliance with floodplain, stormwater, sediment control, transportation standards and more. Incumbent will be responsible for staff assignments, trainings, and identifying and assisting with process efficiencies to ensure the Department's private stormwater permitting and inspection practices consistently adhere to local, state, and federal guidelines. Incumbent is expected to be familiar with the associated codes, ordinances and regulations to assist with research and compliance measures. The role will coordinate regularly with the Department of Public Works, the Department of Metropolitan Development, contracted vendors, and internal/external partners. This position requires a high degree of initiative and independent judgment.

• Responsible for providing training, guidance, direction, and direct supervision of staff to ensure proper code and policy enforcement.

• Works cooperatively with consultants and staff to ensure the issuance of permits and scheduled inspections occur timely and in compliance.
• Interacts regularly with residents, contractors, developers, and other agencies to address permitting or field related inquiries.
• Assists in the development, maintenance and tracking of permitting and inspection data required for use in regular and annual reporting.
• Regularly performs field inspections to assess the quality of inspections performed by staff and/or when workload demands.
• Responsible for reviewing violation cases for accuracy and assisting with legal case file preparation when applicable.
• Investigates employee accidents or injuries and prepares associated reports.
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
• Ensures staff follow all safety procedures as outlined in the Employee Safety Handbook.
• Provides expert witness testimony on behalf of the City in legal proceedings.
• This position supervises ASFME Union staff, as well as non-union staff, and must ensure staff are adhering to both the HR City-County Handbook guidelines as well as the latest edition of the AFSME Union contract, as applicable.
