Smith Seckman Reid, Inc. is seeking a Project Manager / Senior Roadway Design Engineer in Memphis, TN to lead mid- to large-scale transportation projects, ensuring on-time delivery, quality, and client satisfaction.

Responsibilities include coordinating with clients and stakeholders, developing budgets and schedules, directing design staff and subconsultants, and maintaining QA/QC plans while pursuing BD opportunities with existing clients.

Qualifications

  • P.E. license in good standing.
  • Minimum five years of PM/execution experience on transportation projects.

Job description

Project Manager / Senior Roadway Design Engineer – Memphis, TN

Overall responsibility for assigned low- to medium-scope projects, ensuring timely delivery, quality, and client satisfaction.

Key Responsibilities
  • Confirm project scope and requirements with client and stakeholders, coordinating with the CRM or Operations Director as needed.
  • Ensure contracts are fully executed by the appropriate Principal.
  • Develop a financial plan for the project by preparing the proposal letter; collaborate with the CRM, Department Head, or Operations Director as applicable.
  • Assist in developing the project staffing plan and preliminary man‑hour budget with the Senior Project Manager (PM), CRM, Department Head, or Operations Director as applicable.
  • Lead project kick‑off meetings to convey scope, client expectations and budgets, building consensus and trust with the design team.
  • Promote collaborative learning, constructive criticism, and consensus building within the internal team.
  • Confirm a final man‑hour budget with the design team based on discipline work plans.
  • Work with the client to understand schedule expectations, propose interim milestones, and adjust as necessary throughout the project.
  • Schedule work, communicate schedule and action‑item information to the team, monitor manpower needs, and update EResource with current man‑hour projections, maintaining a profit variance of +/- 5%.
  • Ensure all project documentation is completed and appropriately stored.
  • Attend client and owner meetings, facilitate communication, and document key issues.
  • Monitor project budget and schedule work in accordance with man‑hour budgets, recognizing the impact of billed hours on revenue.
  • Identify and administer fees for additional services as needed.
  • Recognize and communicate risks affecting quality, schedule, or financial goals.
  • Prepare and implement a proactive QA/QC plan for projects.
  • Build and grow business relationships essential to project success; engage in business development activities with the current client base.
  • Ensure invoices are accurate and delivered timely; monitor and collect accounts receivable; update projected monthly revenue earnings.
  • Respond to contractor and client requests for information efficiently and comprehensively.
  • Manage the Construction Administration (CA) process to ensure building systems are installed in compliance with design and quality standards.
  • Supervise the job close‑out process to ensure complete documentation, filings, and debriefs.
  • Engage with Senior PM, CRM, or Location Leader to increase knowledge of scope, budgeting, and revenue projections.
  • Participate in training and educational opportunities to acquire technical knowledge; demonstrate competency in own discipline.
Qualifications
  • Bachelor’s degree in Civil Engineering or applicable field from an ABET‑accredited institution; four years of relevant experience in transportation design and analysis.
  • Registered Professional Engineer (P.E.) in good standing.
  • Minimum five years of project management/execution experience with an understanding of standard project management processes.
  • Experience with TDOT and LPA (Local Programs Administration).
  • Excellent verbal and written communication skills; ability to interact effectively with in‑house design staff and client staff at all levels.
  • Proven track record of accomplishments as a project manager or engineer on transportation projects; ability to supervise and direct a team of engineers, subconsultants, and vendors.
  • Working knowledge of Excel, including macros.
  • Strong attention to detail and self‑starter attitude.
  • Ability to multi‑task across multiple projects at various stages of completion.
  • Valid driver’s license.
  • Computer proficiency with Microsoft Office and MS Project.
