Full Salary Range: The position level at which offers are extended depends on the candidate's ability to meet the minimum qualifications and relevant experience. Project Manager: $70,518 - $110,185

Senior Project Manager: $78,981 - $123,408

What You'll Do

The Dakota County Transportation Department is seeking candidates for a Project Manager or Senior Project Manager position in the Project Management unit. Responsibilities include communicating as the project spokesperson to internal staff, external stakeholders, partner agencies, and the County Board regarding design, right of way, environmental approvals, and public engagement. The incumbent must balance project needs, scope, time, cost, risk, and quality while maintaining a positive environment to lead diverse customer and stakeholder expectations. The role involves representing County interests in plans and projects related to Trunk Highway, transit, and multi-modal planning and operations led by various agencies. The position also involves providing work direction, assisting in project planning, budget preparation, work plan development, and project monitoring throughout the project lifecycle.

Minimum Qualifications

Note: The qualifications listed are for the Project Manager level. Candidates must meet these to proceed in the process.

• Bachelor's Degree in Civil Engineering, Planning, or a related field AND one year of transportation project experience.
• OR an equivalent combination of education and experience totaling 5 years, with relevant transportation project management experience.
• Possession of a valid Driver's License.

Preferred Education Beyond Minimum Qualifications:

• Experience in project management, multi-modal planning, or design.
• Advanced degrees in related fields are desirable.

Duties & Responsibilities

The listed duties are for the Project Manager position and do not encompass all tasks. For Senior Project Manager duties, refer to the linked position description above.

1. Represent the County during study and design phases for construction projects, reviewing layouts, plans, and specifications.
2. Manage consultant design progress and expenditures, reviewing design elements and budgets.
3. Coordinate internal reviews, compile comments, and participate in value engineering, cost estimating, and adjustments.
4. Negotiate and process change orders or contract amendments.
5. Coordinate with agencies and utility companies for approvals, permits, and agreements.
6. Facilitate environmental studies and documentation per NEPA and MEQB procedures.
7. Communicate project information to staff and stakeholders; conduct regular meetings.
8. Lead Public Involvement Program and act as County spokesperson on design and right of way issues.
9. Participate in professional service contract selection and coordinate contract preparations.
10. Coordinate efforts to secure State/Federal funding and report on project status.

Work Environment & Schedule

Work is performed in an office setting with some travel. Occasional outside work in extreme temperatures. Equipment used includes laptops, printers, and telephones.

This is a hybrid role, combining telework and in-office work at the Western Service Center in Apple Valley. Work hours are Monday to Friday, 8:00 a.m. to 4:30 p.m.
