The Proposal Project Manager (PPM) is accountable for the overall request for proposal (RFP) process for the Mid Market, Coalition, TPA, Labor & Trust market segments of the Optum Rx growth and retention organization.



The PPM supports Optum Rx's sales and client retention efforts by managing competitive and compelling responses to RFPs within the noted market segments. The ideal candidate must be able to think tactically, critically and strategically; build great partnerships with internal stakeholders and effectively manage a proposal. This candidate must be able to collaborate within a deadline-driven work environment. The abilities to manage and communicate at all levels, meet tight deadlines, commitment to teamwork, detailed follow-through, and a positive demeanor are essential keys to success in this role.

Primary Responsibilities:



  • Effectively manage the full lifecycle of the RFP, inclusive of the project plan, kickoff meeting, assignments and calls, scheduling, proposal compliance, coordination of all response templates, and review cycle coordination, production, etc.

  • Create and maintain a proposal project plan that includes all RFP sections and a calendar with key deliverable dates

  • Coordinate all strategy calls, including internal team calls

  • Direct all calls, compile and distribute notes, clearly identifying actionable items

  • Coordinate/lead project touch base calls with all pertinent resources

  • Communicate overall project health, identify project risks, and escalate risks to leadership

  • Manage internal team items (PGs, standard and non-standard items, pricing items, and coordinate all analysis requests (pharmacy network and formulary disruptions, various clinical reporting, etc.)

  • Submit proposal drafts for review phases (i.e. sales review, final strategic review, etc.) and implement and/or coordinate all edits

  • Handle final consultant and/or customer submission within specified deadlines through email, online procurement portals and/or coordinate hard copy submission with the production team

  • Complete project close-out tasks; including updating project plan with key deliverables

  • Handle follow up requests, as assigned



Additional responsibilities include:



  • Complete project work as assigned accurately and within specified deadlines

  • Create and maintain segment-specific documents and templates

  • Participate in relevant training opportunities that will enhance both individual performance and overall unit performance

Required Qualifications:



  • 3+ years of experience managing RFPs; preferably in the pharmacy benefit management or health care industry

  • 2+ years of proven experience managing high volume projects and deliverables in a fast-paced, deadline driven environment

  • Experience communicating professionally, both verbally and in writing, to internal and external partners of all levels

  • Experience adjusting to changing priorities and work environments while managing multiple tasks simultaneously and efficiently, with a positive attitude

  • Experience ensuring proposals meet all requirements and are compliant with RFP instructions

  • Experience working independently with minimal supervision

  • Intermediate proficiency in Microsoft Word, Excel, and PowerPoint



Preferred Qualifications:



  • APMP certification

  • Experience with "Responsive" (formerly "RFPIO")

  • Proven solid writing and editing skills

  • Proven strategic and critical thinking skills

The salary range for this role is $71,600 to $140,600 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
