Location: Harrisburg, PA - remote with travel to Harrisburg when needed (T&E not paid additionally)

Note: Candidates may need to be fairly close, as occasional commuting at their own expense may be required.

The Project Manager (PM) directs, administers, manages, and facilitates enhancement, business process re-engineering, or developmental projects. The PM is ultimately responsible to the agency and project Sponsor. The primary responsibility is to drive the project from start to finish, ensuring completion on schedule, within budget, and meeting quality and technical requirements. The assignment level (PM1, PM2, PM3, PM4) depends on project size, complexity, target audience, and scope.

Required/Desired Skills:

• 4-year college degree or equivalent technical study - Required
• 6 years of experience with formal project management methodology - Required
• PMP Certification from PMI - Highly desired

Role Description:

• Manage PM1, PM2, or PM3 roles on a multi-agency project.
• Coordinate communications among multiple Project Managers regarding schedules.
• Lead high-priority, enterprise-wide IT projects of strategic importance.
• Accountable for activities with delivery cycles of 8 to 12 months.
• Coordinate project activities across multiple agencies.
• Conduct reviews with agencies and report status to senior leadership.
• Make decisions within authority to minimize risks, supported by sound analysis and best practices.
• Mentor less experienced project staff.
• Manage project lifecycle including planning, design, programming, testing, and implementation.
• Develop project plans with needs, milestones, scope, resources, budget, and personnel considerations.
• Coordinate schedules, manage scope, and obtain approvals.
• Establish project standards and procedures, ensuring compliance.
• Develop and track project estimates, adjusting as necessary.
• Ensure project tasks add value and align with strategic goals.
• Balance workload and plan project-specific training.
• Manage project metrics, risks, and change processes.
• Prepare status reports and communicate with stakeholders.
• Build stakeholder relationships and serve as the primary contact for project issues.
• Facilitate stakeholder interviews, workshops, and surveys for requirements gathering.
• Perform process assessments and facilitate testing to ensure quality.

An enhanced Criminal Background Check and Fingerprinting are required. Hours: M-F 8:00 AM - 4:00 PM (37.5 hours weekly).
